Summary

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Professional Work Category at the Supervisor/Management Work Level within the CES Occupational Structure. It is located in the DISA Mission Support Branch (J332).

Duties

Help

  • Develop, implement, and recommend changes to appropriate planning procedures and policies.
  • Develop cyber operations plans and guidance to ensure that execution and resource allocation decisions align with organization objectives.
  • Assess target vulnerabilities and/or operational capabilities to determine course of action.
  • Provide input to or develop courses of action based on threat factors.
  • Communicate information both orally and in writing in order to provide clear, comprehensive advice, and guidance.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
  • May be subject to initial and random drug testing for this position, if applicable.
  • The incumbent will be detailed from Defense Information Security Agency (DISA) to the DoD Cyber Defense Command (DCDC).
  • This is a Term Appointment position Not to Exceed two (2) years.

Qualifications

Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. Basic Requirements

Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards

Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs

Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience

Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

In addition to meeting the basic requirement, applicants must possess qualifying experience. To qualify based on your experience, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: Experience developing plans and orders to support cyberspace operations; creating and maintaining planning documents for long-term or crisis-response scenarios; and collaborating with operators and analysts to define requirements for intelligence collection.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.?

  • This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.
  • If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.
  • This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service.
  • Salary range includes a Targeted Local Market Supplement (TLMS) in accordance with Section 1599f of Title 10 U.S.C. and Department of Defense Instruction (DoDI) 1400.25, Volume 3006.
  • A Cyber Excepted Service (CES) term employee may be eligible for noncompetitive conversion to a permanent CES appointment at a later date should a position become available.
  • A three-year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
  • This position is subject to completion of 1-year probationary period for assignment to a supervisory position.
  • Telework availability will be based upon the mission requirements and supervisory determination
  • Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
