Job Overview:
Connect VIP is seeking two (2) experienced Senior IT Project Managers to lead full lifecycle delivery of complex, high-impact initiatives, with a strong focus on Agile delivery and client outcomes. Working remotely from Canada, these roles will support public-sector digital transformation initiatives, collaborating with business and technical stakeholders in both English and French.
The Senior IT Project Managers will be responsible for initiating project phases, defining scope and delivery plans, leading Agile ceremonies, and ensuring projects are delivered on time, on budget, and to a high standard of quality. The ideal candidates bring deep experience managing multiple related projects, strong change management capabilities, and a proven ability to lead cross-functional teams in bilingual environments.
Project Initiation & Planning
- Deliver project phase initiation activities including Phase Initiation Documents, scope definition, team setup, and project kick-off.
- Define and establish project scope based on business requirements and proposed solutions.
- Develop executable delivery plans, including resource requirements, timelines, and cost estimates.
Agile Delivery & Execution
- Perform Agile release planning, execution, and delivery across the full lifecycle (Concept, Inception, Iteration, and Release).
- Design and facilitate Agile ceremonies including sprint planning, daily stand-ups, reviews, and retrospectives.
- Support the creation of development-ready, scoped, and approved user stories with clear definitions of “done.”
Requirements & Discovery
- Design and conduct discovery sessions to ensure requirements and user stories are clearly documented.
- Work with technical teams to determine scope, organize work into sprints, and coordinate across multiple workstreams as needed.
- Ensure solutions address user, process, technology, and data needs to achieve client business outcomes.
Monitoring, Reporting & Governance
- Conduct project monitoring and controlling activities including status reporting, change requests, and risk and issue management.
- Drive structure and content for Project Status meetings and Steering Committee meetings with key client stakeholders.
- Report project status and progress of assigned activities to senior management.
Stakeholder & Change Management
- Work closely with clients, implementation teams, and Change Managers to support:
- Establishment of interim and/or new business processes
- Development and execution of training plans to support adoption and implementation
- Identify potential non-technical risks and anticipated points of resistance, developing mitigation strategies to address concerns.
- Manage stakeholder expectations and facilitate clear, consistent communication across all groups.
Delivery Management
- Manage scope, requirements, resources, time, cost, quality, risks, and communications to ensure successful delivery.
- Utilize data and analytics knowledge to support solutions that meet client business objectives.

Education
- University degree in Business Administration or Information Technology,
- OR
- An equivalent combination of a relevant college diploma and professional experience.
Experience
- Minimum 5 years of Project Management experience, managing multiple related projects aligned to organizational strategy.
- Minimum 2 years of full lifecycle Agile delivery experience.
- Demonstrated experience coordinating cross-project teams and managing stakeholder expectations.
Language Proficiency
- High level of proficiency in both French and English, with the ability to communicate effectively (oral and written) in professional and technical contexts.
- 5+ years as a Senior IT Project Manager delivering cloud-based CRM projects, preferably within healthcare or social services.
- 5+ years leading cross-functional business and technical teams, including both internal and external stakeholders, in both official languages.
- 2+ years of change management experience, including development and execution of organizational change plans.
- 5+ years experience in cost estimating, resource planning, and project schedule management.
- 5+ years demonstrated knowledge of IT system concepts and their impact on business processes.
- Experience delivering projects using Agile across Concept, Inception, Iteration, and Release phases.
Certifications
- Current PMP, CAPM, PMI-ACP, or PRINCE2 certification (proof and date achieved required).
