Job Description


Summary

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Professional Work Category at the Full Performance Work Level within the CES Occupational Structure. It is located in the DISA - OC/PACIFIC.

Duties

Help

  • Researches, evaluates. designs, develops, maintains, and manages the security systems, alarms. and measures for protection of the organization's SCI facilities and programs, ensuring compliance with all regulatory requirements governing same.
  • Prepares detailed plans for installation, expansion, and modernization of existing SCI facilities, and systems to include intrusion detection, systems design, and access control.
  • Directs and conducts continuous inspections, evaluations, and vulnerability tests. Staffs and implements corrective actions to deficient areas, implementing counter measures to mitigate vulnerabilities.
  • Conducts SCI indoctrination briefing and debriefing, as well as new employee and annual training. Provides SCI support, as requested, to Special Access Programs (SAP) and SCI contractors.
  • Develops budget estimates and coordinates the acquisition of security equipment / supplies.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • Incumbent must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment.
  • The incumbent of this position is required to obtain and maintain Tier 1 Security Fundamentals Professional Certification (SFPC), in accordance with DoD Manual 3305.12-M, DoD Security Accreditation and Certification.
  • The incumbent may be placed in a 24/7 standby or recall status and be required to carry a mobile phone or other similar device to be directly recalled to duty from a recall roster.
  • The incumbent may also be required to physically report to an alternate duty station during the activation of a Continuity of Operations (COOP) Plan.
  • This is a Mission Essential position requiring the incumbent to physically report to their duty station in certain situations where non-essential employees are excused. Incumbent may also be placed in 24/7 standby or recall status.
  • Incumbent may be required to carry a mobile phone or other similar device and may also be required to physically report to an alternate duty station during the activation of a Continuity of Operations (COOP) Plan.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

Qualifying Experience

To qualify at the GG-12, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: possessing a minimum of two years of experience in DoD security management demonstrating expertise in personnel security principles, practices, and essential functions including personnel processing, security briefings, incident reporting, security inspections, and document control.

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

Education

There is no substitution of education for the qualifying experienceat the GG-12 grade level.

  • This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service.
  • A three-year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.

  • This position is covered under DoD Manual 8140 which will be subject to future Cyber Workforce requirements as defined by the Manual.
  • This position has been designated as "Mission Essential." Incumbent will be required to report to work or relocate to a new duty location, within the United States, in times of local/national emergency.
  • Employee is subject to recall or call back during off-shift hours, 7 days a week, 24 hours a day, if required by upper management.
  • The Department of Defense (DoD) policy on employment of annuitants issued March 18, 2004 will be used in determining eligibility of annuitants. It applies to former Federal civilian employees receiving a retirement annuity from the Civil Service Retirement and Disability Fund that are hired within the DoD on or after November 24, 2003. The policy also applies to annuitants (appointed in DoD on/or after November 24, 2003) who move from one position to another within DoD through voluntary reassignment, promotion, change to lower grade or transfer between military departments.
