Salado Isolation Mining Contractors, LLC (SIMCO), managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as a Staffing Manager - Human Resources and join our team located in Carlsbad, New Mexico.

The successful candidate will lead a team of highly skilled staff members, with accountability for driving performance and delivering to ambitious strategic staffing plans for the business. This leader should be an exceptional people manager as well as passionate about finding the best talent in the market and coming up with innovative ways to engage talent.
Comprehensive knowledge of full-cycle talent acquisition principles, practices, and procedures, including advanced sourcing strategies, recruitment marketing, candidate assessment techniques, and offer negotiation. Skill in applying this knowledge to develop and execute comprehensive recruitment plans to meet varied and evolving organizational hiring needs. Professional knowledge of employer image strategies and relationship management techniques to attract top talent, support internal relationships and build a strong talent pipeline through various channels, including universities, professional organizations, and industry events. Knowledge of data analysis techniques and recruitment metrics (KPIs) to track performance, generate reports, and make data-driven recommendations for process improvements. Skilled in stakeholder management and consultation to partner with hiring managers and senior leadership, providing expert advice on talent market trends, role definition, and effective hiring strategies. Skill in using applicant tracking systems (ATS) and other recruitment technologies to manage the recruitment lifecycle efficiently.
Responsibilities
- Manages talent acquisition with a focus on needs, sourcing, branding, relationships and data.
- Develops and executes comprehensive sourcing and recruitment strategies to meet current and future hiring needs.
- Manages the entire talent acquisition lifecycle, from sourcing and screening to offer negotiation and onboarding, ensuring a positive candidate experience.
- Utilizes innovative sourcing techniques and channels to build a robust pipeline of qualified candidates for various roles across the organization.
- Partners closely with hiring managers and senior leadership to understand departmental goals and define position requirements, technical skills, and key competencies.
- Acts as a strategic advisor on talent market trends, role scoping, and effective hiring processes.
- Ensures alignment between recruitment efforts and business objectives.
- Promotes the company's employer brand to attract top talent to include support in website design, social media postings and other activities with the company’s Communications department.
- Manage relationships with external partners, including universities, professional organizations, and recruitment agencies.
- Represents the company at career fairs, industry events, and networking functions to build brand awareness and a strong talent network.
- Utilizes recruitment data and analytics to track key performance indicators (KPIs) such as time-to-fill, cost-per-hire, recruiter performance and source effectiveness.
- Generates reports to inform stakeholders and drive data-driven decisions.
- Continuously evaluates and refines recruitment and on-boarding processes and tools to improve efficiency, effectiveness, and compliance.
- Designs and implements highly effective and results-driven systems and strategies that address our current and future hiring needs.
- Forecasts company needs and talent acquisition trends.
- Writing assignments to external and internal stakeholders to include postings, reports, requests, justifications and other documents.
- Effectively allocates team resources and focus to help team achieve hiring goals.
- Designs and implements scalable processes that optimize the team’s workflow as well as drive qualified leads into actionable candidates for our different departments.
- Sets team goals and make decisions to drive team success.
- Oversees all aspects of performance management of your team members (1:1's, coaching, career development, completing performance reviews, performance management); provides opportunities to others to help close gaps.
- Ensures all interactions with the Staffing team are personalized, timely and aligned with SIMCO's values and principles.
- Encourages new ideas; offers resources to other teams; creates a culture of feedback.
- Maintains a high standard of candidate and hiring team experience to include an emphasis on customer service.
- Drives innovation, recruiter productivity, candidate quality, and speed-to-hire.
- Oversees the onboarding process, ensuring seamless integration of new hires into the organization.
- Educates and engages stakeholders to ensure compliance standards are upheld.
- Provides oversight and guidance to support compliance standards.
- As a subject matter expert in talent acquisition, the employee is responsible for independently planning and carrying out the work, including developing recruitment strategies, advising hiring managers, and resolving most conflicts that arise.
- Interprets policy on their own initiative in terms of established objectives and keep the supervisor informed of progress, potentially controversial matters, or significant market shifts.
- Ensures consistent and positive representation of SIMCO's values and principles.
- Other priorities, projects and duties as assigned.

- Bachelor’s degree in a field determined by management to be applicable and supportive of success in the position, and
- Ten (10) years of professional or administrative experience to include the following:
- Some experience in recruiting, talent acquisition, or Human Resources.
- Knowledge of employment laws and regulations.
- Excellent written communication and interpersonal skills.
- Effective communicator who can influence, align, and build trust across all levels of the organization.
Preferred Requirements
- Experience in the talent acquisition function at a Department of Energy project is desired.
- Experience serving as a true partner to business leaders by employing an approach that includes an emphasis on service delivery, education, and growing a true consultative partnership with the ability to influence.
