Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Our MISSION is to help ensure the security of the United States and its allies by providing high-hazard experimentation and incident response capabilities through operations, engineering, education, field, and integration services and by acting as environmental stewards to the Site's Cold War legacy. Responsiblities

The Mission Assurance Senior Directorate is searching for a Director of Environmental, Safety, and Health (ES&H) that will have the responsibility of leading Occupational Safety, Industrial Hygiene, Radiological Protection, Occupational Medicine, Hazardous Materials Management, Safety Culture, Explosives Safety, Health and Productivity, NEPA, and Environmental and Ecological Monitoring programs at the Nevada National Security Sites.

In this role, you will shape, lead, and deliver with excellence the ES&H functional programs across all construction, experimentation, and operational activities nationwide. You will develop and execute a comprehensive data-driven ES&H approach that ensures the health and safety of the NNSS workforce, users, and visitors, and enables delivery of effective, efficient, and responsive ES&H mission critical services and solutions. This position reports to the Senior Director of Mission Assurance for Mission Support and Test Services (MSTS, LLC), the Management & Operations Contractor of the NNSS.

Key Responsibilities

  • Define and lead the ES&H vision and strategic plan for the NNSS.
  • Manage the ES&H indirect portfolio (>$20M). Responsible for all aspects of the portfolio (annual resource planning, execution, monitoring and controlling).
  • Lead integrative collaboration with stakeholders and customers to enable and accelerate national security mission delivery.
  • Ensure ES&H integration into project planning, design reviews, and subcontracting activities.
  • Refine, implement, and continuously improve the ES&H functional programs for all mission activities.
  • Serve as the Senior ES&H Subject Matter Expert across the NNSS, influencing peers, senior leadership, National Weapons Laboratories (NWL) partners, site users, and regulators.
  • Foster and promote a culture of safety, accountability, and continuous improvement across the NNSS.
  • Ensure compliance with applicable federal, state, and local ES&H regulations.
  • Lead the continuous improvement of company-wide ES&H policies, procedures, training programs, and performance metrics.
  • Build, mentor, develop, sustain, and manage a high performing team across the NNSS.
  • Drive incident investigation protocols, cause analysis, and corrective action implementation for near miss events, injuries, and motor vehicle incidents.
  • Track and report on ES&H metrics and indicators.
  • Analyze data to proactively mitigate risk to mission operations from an ES&H impact perspective.
  • Promote 'organizational learning' and 'continuous improvement" concepts and provide leadership that encourages continuous improvement in cost reductions and enhancements in the performance of NNSA/NSO, program/project, and other customers' missions.
  • Provide regular briefings to Senior Leadership on ES&H performance, risk trends, and strategic initiatives.
  • Establish clear responsibility and accountability for carrying out requirements.
  • Create an environment where employees feel safe to raise issues, empowered to address issues, and supported to resolve issues.

Qualifications

  • Master's degree in a related field or equivalent training and experience, plus a minimum of 20 years of related and progressively responsible experience.
  • Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), Certified Health Physicist or equivalent credential preferred.
  • Advanced, expert-level knowledge of 10 CFR 851, 10 CFR 850, 29 CFR 1910, 29 CFR 1926, NFPA, MSHA, ANSI, 10 CFR 835, NEPA, and other relevant regulatory requirements.
  • Demonstrated experience in successfully managing and overseeing large ES&H programs.
  • Demonstrated experience leading strategic and tactical planning and execution.
  • Prefer demonstrated experience working with the Department of Energy (DOE) or National Nuclear Security Administration (NNSA) or equivalent at headquarters or field office level, or with state or federal regulators, or other national security agencies.
  • Demonstrated experience in management, supervision, and development of assigned employees.
  • Demonstrated experience in interacting effectively with all levels of external and internal personnel, building trust, gaining consensus, and resolving conflicts.
  • Demonstrated excellent oral, written and interpersonal communication and presentation skills.
  • Demonstrated business acumen, communication skills, and ability to influence.
  • The work location will be in North Las Vegas with frequent trips to Mercury, Nevada of the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
  • Work schedule for this position will be 4/10's, Monday - Thursday (subject to change).
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707_14&rgn=div8) , "Workplace Substance Abuse Programs at DOE Sites," will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $221,540.80 - $365,539.20.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
