.NET Web Developer for PROTECT Case Management System Modernization

IO Datasphere, Inc. has been providing project management, software development and IT staff augmentation services to our clients in the Midwest and throughout the U.S. since 1996. We are an approved vendor on contract to provide software development and IT staff augmentation services for the States of Illinois, Michigan, Minnesota, Iowa, and Wisconsin. We also provide these services to businesses, as well as local and county governments, in the Midwest and nationwide.

Our client is looking for a .NET Web Developer. This position is responsible for participating in the refactoring of the PROTECT case management system which involves moving much of the processing from the client to the backend and middleware and keeping a thin client application.

PROTECT is the in-house developed comprehensive case management system used by the State (1600 users). The system is currently SQL client-server based (VB.NET). The modernization plan involves moving much of the processing from the client to the back end and middleware and keeping a thin client application. We are modernizing in place with the new code being rolled out as it is refactored by feature/segment.

Tasks

• Collaborate with the development team to modernize a legacy VB.NET desktop application.
• Implement event handlers to manage asynchronous processes and improve application responsiveness.
• Create and optimize batch jobs for efficient data processing and system performance.
• Integrate event handlers, batch jobs, and message queues with external APIs, services, and third-party systems.
• Work on migrating legacy interfaces (data exchanges between justice partners) to modern services using .NET Core and other .NET technologies.
• Implement RESTful APIs and integrate third-party APIs as needed.
• Design, develop, and maintain scalable and efficient web applications using ASP.NET MVC, Angular, React, or similar front-end frameworks.
• Participate in code reviews, debugging, and performance optimization to ensure high-quality and robust software solutions.
• Integrate security controls and defensive programming practices into .NET codebase, including input validation, output encoding, secure error handling, and logging.
• Implement security headers, content security policies (CSP), and cross-origin resource sharing (CORS) policies to protect against web-based attacks and unauthorized access.
• Evaluate and recommend security tools, frameworks, and technologies to enhance the security posture of .NET applications.

Skills Required:

6+ years in the following:

• Experience as a Full Stack Developer (emphasis on back end) with expertise in .NET technologies, including ASP.NET, C#, .NET Core, Entity Framework, etc.
• Experience with database technologies such as SQL Server, in hybrid on premise and cloud environment.
• Experience with server-side event-driven programming and event handlers.
• Experience with API development such as SOAP and REST, Stored Procedures, and batch processing/queues.
• Strong proficiency in front-end development with HTML5, CSS3, JavaScript, TypeScript, Angular, React, or similar frameworks.
• Experience with cloud platforms (Azure, AWS) and SecureDevOps practices.
• Experience with SQL Authentication using Entra, MFA and SMI.
