Job Description:

We are seeking for Technical Manager to lead and manage the engineering, design, and construction of road infrastructure and bridge, blending deep technical knowledge for pavements/soils) with project management skills to oversee teams, budgets, timelines, and complex technical aspects from concept to completion, ensuring quality, compliance, and stakeholder satisfaction. Act as the subject matter expert, bridging technical teams (engineers, designers) with project goals, handling risk, and ensuring technical feasibility.

Responsibilities.

  • Oversee, lead, manage, mentor, and contribute to a team of Engineers and Design Specialists in the design, delivery, and construction support of road and bridges projects.
  • Efficiently manage day-to-day operations of your team, including scheduling, assigning, and reviewing work to achieve project objectives and outcome measures and support the technical Director in developing the business objectives.
  • Lead and manage design development on a variety of projects, including functional studies, preliminary design and detail design and participate in providing technical inputs in conducting proposal and business development works.
  • Client Engagement as Project Manager on multiple projects and relationship building.
  • Oversee, lead, manage, mentor and contribute to the project team for the successful completion of field investigations, geometric design, grading design, roadside safety design, drainage design, storm sewer design, pavement marking and signage design, complex construction staging design, traffic management, roadway modelling, quantity estimating, utility coordination, contract drawing preparation, contract document preparation using the Regional, municipal standards, policies, and practices, construction cost estimate development, scheduling, budgeting, construction liaison, project management, and coordination with stakeholders, and consultants.
  • Assist in business development activities, including proposal preparation, technical project methodology development, work programs, schedules, risk management and budgets.
  • Prepare technical reports and documentation for clients and project management, ensuring technical excellence and quality assurance of project tasks and deliverables.

Requirements:

  • Education: Bachelors degree in civil engineering or a related field.
  • Experience: 12 years or above experience managing large-scale road and bridge construction projects, including oversight of QC/QA, safety compliance, and budget control.
  • Technical Expertise: Project Management Professional (PMP) Certification and Masters degree in Transportation is desirable.
  • Good knowledge of relevant software, such as AutoCAD, Open Roads Designer, MicroStation, and Auto Turn, Primavera, and MS Office.
  • Leadership: Proven ability to lead, mentor, and motivate multidisciplinary teams under tight deadlines.
  • Adaptability: Ability to work in challenging environments, deliver results under pressure, and travel within Libya as needed.
  • Communication: Fluent in English (written and spoken); Arabic proficiency is a strong advantage.
