Position Overview:

The Manager of Corporate Information Technology is responsible for leading the Cognitive’s internal IT function and serving as a strategic partner to executive leadership. This role ensures that corporate IT systems, security posture, and technology operations meet the stringent requirements of federal healthcare contracting while enabling growth, scalability, and operational efficiency.

This is a hands-on leadership role requiring deep experience with federal security frameworks, healthcare data protection, and contractor compliance obligations. The Head of IT works closely with program leadership, compliance, security, and business development to support contract execution and future growth.

Key Responsibilities:

  • Define and execute the company’s internal IT strategy aligned with business objectives
  • Serve as an internal IT authority and advisor to executive leadership
  • Develop IT roadmaps that support scalability, security, and audit readiness
  • Manage external service providers
  • Ensure compliance with federal and healthcare regulatory requirements, including HIPAA, HITECH, FISMA, and applicable agency security mandates
  • Implement and maintain security controls aligned with CMMC Lvl2, NIST SP 800-53, NIST SP 800-171, and related frameworks
  • Oversee vulnerability management, incident response, security monitoring, and continuous compliance activities
  • Partner with other back-office teams during audits and assessments activities
  • Own day-to-day IT operations including networks, endpoints, identity and access management, cloud platforms, and collaboration tools
  • Ensure secure configuration and management of Microsoft 365, Azure, AWS, and SaaS platforms
  • Oversee endpoint security, device management, and remote workforce support
  • Maintain robust backup, disaster recovery, and business continuity plans


Qualifications:

  • Bachelor’s degree in Information Technology, Computer Science, Cybersecurity, or related field
  • 8+ years of progressive IT experience, including 3–5 years in a leadership or management role
  • Experience supporting federal government contractors, preferably in healthcare or civilian agencies
  • Strong working knowledge of CMMC, NIST security frameworks, HIPAA, and federal compliance requirements
  • Hands-on experience with cloud infrastructure (Azure and/or AWS), identity management, Microsoft365 GCC High, and endpoint security
  • Proven ability to manage audits, security assessments, and compliance reviews
  • Excellent communication skills with the ability to translate technical concepts to non-technical stakeholders
  • Proven ability to effectively manage, develop, and lead team members, fostering strong performance, engagement, and growth.


Preferred Qualifications:

  • Experience working with VA, DHA, CMS, HHS, or similar federal healthcare agencies
  • Familiarity with FedRAMP Moderate or High environments
  • Certifications such as CISSP, CISM, Security+, Azure/AWS, or ITIL
  • Experience in small business or SDVOSB environments with growth-oriented responsibilities
