Are you a versatile team player and cross-functional contributor who’s skilled as an IT Program Specialist? As our new Program Specialist, in this technical position, you will be the business authority for our ECS Hyland suite, offering your expert opinion on all service and product-related matters. You'll be specifically responsible for service delivery, operations and maintenance, support, deployment, and education of ECS Hyland Suite. This includes, but not limited to outreach, support, maintenance, education, training, website administration, communications and program analysis and reporting for the Enterprise Content Services suite of applications under the Hyland umbrella (OnBase + Perceptive).
In This Role, You Will
- Gather and maintain data and metrics around all aspects of Enterprise Content Services program
- Provide support with operations and maintenance of OnBase
- Import documents into the OnBase platform for state agencies
- Manage administrative tasks such as scheduling, document management, and coordination of meetings and events
- Maintain accurate records and documentation, ensuring compliance with established OIT and ECS program standards
- Assist in the preparation of reports, presentations, and status updates for internal and external stakeholders
- Provide administrative, testing, and communications support with regards to OnBase platform upgrades
- Assist in the submission of expenditures and financial requests
A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
Minimum Qualifications

- 3 years experience using an enterprise content management platform
- 3 years proving strong organizational, prioritization and multitasking skills
- 3 years of experience in a program administration role to include supporting program staff in areas such as administrative support, reporting, and documentation
Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.
Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.
If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.
Preferred Qualifications
- 3 years of configuration and admin experience using Hyland OnBase and related modules
- Fully OnBase Certified in OnBase System Administration, OnBase Basic Workflow, and Work View
- 3 years experience designing and configuring OnBase to meet business needs
- Experience working with both custom developed and vendor provided solutions
- Experience working with project managers and/or a Project Management Office (PMO)
- Demonstrated knowledge of performance metrics as they pertain to product and application deliverables (quality) and work effort (time)
- High familiarity with IT Service Management principles
- Excellent relationship building skills, strong orientation toward collaboration and communication, ability to earn trust and respect from peers, vendor, and agency customers
- Working knowledge of program and project management methodologies and their application
- Ability to work with peer organizations to translate IT processes (e.g.,System Development Life Cycle, Governance, etc.) and tool strategies (e.g.,project management, collaboration, knowledge warehouse, etc.) to support the day-to-day strategic direction of ECS Sr. Manager and agency customers, driving towards greater efficiencies and higher quality deliverables
- Advanced understanding of application design, development, testing, integration and support
- Public sector work experience
- Strong IT troubleshooting abilities and methodologies
- Proven ability to network with a geographically dispersed and highly skilled staff
- Hands-on IT experience as a program administrator, applications developer, business analyst, project manager, or other relevant IT role

If this posting indicates “remote from anywhere in CO” in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado.
While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position. A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
