Position Overview/Duties
The Rock Island District's Operations Division is responsible for the safe, reliable, and efficient operation and maintenance of the District’s civil works projects. This includes the management of 3 flood control reservoirs in Iowa—Saylorville Lake, Lake Red Rock, and Coralville Lake. We are currently seeking an Engineering Equipment Operator at the Lake Red Rock Project, responsible for operating heavy equipment and performing associated maintenance tasks to support project operations. Other duties include:
- Operating various gasoline- or diesel-powered engineering equipment (crawlers, bulldozers, backhoes, loaders, tractors) for tasks like road maintenance, land clearing, earth moving, and riprap placement.
- Transporting heavy equipment (12,000-15,000 lbs) using a tractor and trailer, which requires a Class A Commercial Driver's License (CDL).
- Performing preventive maintenance and repairs on engineering equipment, and operating auxiliary equipment like generators and pumps during flood emergencies.
- Conducting scheduled operational checks and basic maintenance on various equipment, including air compressors, pumps, outboard motors, and small engines.
- Assisting in the overall maintenance of project facilities, including performing welding, carpentry, concrete, painting, and plumbing work.
- Utilizing computer programs to enter work hours, manage work orders, and track maintenance schedules.
- Operating equipment to raise and lower outlet gates in the dam and stand watch on pumping equipment during flood duty.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
Minimum Experience Requirement: Experience should demonstrate the ability to perform the major duties of the position, including: 1) Ability to plan and carry out work independently or as part of a crew in accordance with instructions and specifications; 2) Knowledge of the assembly, installation, modification, and repair of flood control and recreation structures and equipment; 3) Knowledge of earth-moving and construction techniques, including establishing grades, cut/fill operations, and soil compaction; 4) Ability to perform a variety of trade skills, including welding, carpentry, concrete finishing, and basic plumbing or electrical work; 5) Skill in performing preventative maintenance and repairs on heavy equipment; 5) Ability to transport heavy equipment and materials, including possessing or the ability to obtain a Class A CDL.

- Drug Testing: This position is subject to random drug and alcohol testing in accordance with EP 600-1-3
- Medical Examination: You may be required to complete a medical examination prior to assignment.

- Physical Effort: The work requires heavy physical effort in operating equipment controls. Considerable strain is encountered resulting from vibration, jerking, jolting, etc., in operation over rough surfaces. Because of the location of controls, you may be required to work in awkward or strained positions.
- Working Conditions: Work is performed outdoors in all types of weather, usually in an open driver’s seat (or partially protected cab), on a variety of terrain and soil conditions of the types mentioned above. The employee is exposed to the possibility of equipment overturning and subject to normal power and hand equipment operational noise, dust, vibrations, fumes, or other injuries.
