Position Overview/Duties
The Rock Island District's Engineering and Construction Division (EC) provides engineering and architectural analysis, designs, and services for the construction, operations, maintenance, and remediation of a wide range of water resource, infrastructure, and military projects to our District customers, partners and stakeholders. The EC Division's Technical Services Branch provides engineering services for the following mission areas: Cost Engineering and Specifications (section), Geospatial Engineering (section), Military Munitions Support (section), and Survey (section), Architect Engineer (A-E), Contracting, Knowledge Management (KM), and Quality Management (QM). Currently, the District is seeking an experienced Architect or Engineer to serve as the Private Sector Contracting (PSC) Program Coordinator for Architect-Engineer (A-E) Services and Quality Assurance (QA) Program Coordinator. Responsibilities include:
- Planning, acquiring, utilizing, and managing A-E capacity for the EC Division and regional Districts
- Leading A-E contract administration, negotiation, and firm selection processes
- Directing technical staff and CORs to ensure quality A-E products and services
- Maintaining A-E firm qualification data and managing contractor performance evaluations
- Serving as Contracting Officer's Representative (COR) for A-E and professional services contracts. As a COR, the incumbent reviews and processes payments, executes contract modifications, and handles claims and closeouts.
- Conducting QA reviews and analysis of Quality Control (QC) programs across engineering and construction activities
- Leading the Quality Management Team and coordinating development of new/revised QC procedures as well as coordinating monthly QM training
- Evaluating existing QC procedures for adequacy and developing corrective measures for deficiencies
- Administering lessons learned/feedback programs for continuous improvement in product and service delivery

Minimum Education Requirement for all Landscape Architecture series: A bachelor's degree in landscape architecture, landscape design, or related field. Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in landscape architecture in an accredited college or university qualifying for GS-7. Minimum Education Requirement for all Engineering series: A bachelor’s degree in engineering from an ABET accredited program. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Minimum Experience Requirement: One year of specialized experience equivalent to the GS-12 level in the Federal service, which includes: 1) Planning, acquiring, and managing A-E contracts; 2) Preparing and leading contract negotiation; 3) Leading Teams; 4)Developing and modifying QC procedures

- This position requires a professional engineer (PE) or Registered Architect (RA) license within 12 months of start date. Must be able to obtain and maintain a COR (Contracting Officer Representative) certification.
- This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possession to operate vehicles. Responsible for observing all safety rules, regulations and directives applicable to the work requirements.
- A relocation incentive may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
