Incorporation Rate: $75 CAD/hr (Canada or Provincial incorporation is a MUST)

MUST HAVE WORK EXPERIENCE:

5 years of AI and Advanced Analytics Integration - Experience with architecting and integrating AI, ML, and analytics services into the enterprise or government data platforms to support orchestration, analysis, and processing at scale.

3 years of Project and Change Management - Experience with managing end-to-end delivery of complex IMT projects, including solution reviews, progress tracking, risk management, and adoption planning.

7 years of Service Design and Delivery in IMT - Experience with leading the design, architecture, and delivery of IMT services and roadmaps using user-centered and agile approaches to meet evolving business needs.

3 years of Stakeholder Engagement and Facilitation - Experience with leading strategic discussions with executives and cross-ministry teams to align stakeholder needs, architectural priorities, and business objectives.

5 years of Strategic Data Management Expertise - Experience with designing and implementing enterprise data management frameworks, governance models, and lifecycle processes to support an environment equivalent in size and complexity to the Government of Alberta.

5 years of Strategic Planning and Business Analysis - Experience with developing business cases, feasibility studies, risk assessments, scope definitions, and project and program plans.

3 years of DevSecOps Practices in Data Environments - Experience with architecting and maintaining and orchestrating secure, automated CI/CD pipelines for data and AI services to enable rapid, compliant deployments.

7 years of Experience with cloud platforms and their data services, including storage, computing - Experience with cloud platforms and their data services, including storage, computing, analytics, and data management tools. Demonstrates familiarity with major cloud ecosystems and the ability to leverage their native services for scalable, secure, and efficient data operations.

1 years of Generative and Agentic AI Knowledge - Experience with designing and implementing emerging generative and agent-based AI solutions to enhance automation and service delivery.

3 years of Public Sector Data Policy Familiarity - Experience with applying privacy, security, and compliance requirements to data services and AI solutions to ensure lawful and ethical use.

Scope:

The Data and Content Management Division uses a one-government approach to information and privacy governance, decision-making, and service delivery across the Government of Alberta (GoA) balanced with individual client needs. This facilitates enhanced data access, collaboration, reduction in data duplication, and innovation to ensure effective and efficient services across the government to provide better services to Albertans.


The Data Centre of Excellence requires a resource to assist with the leading and supporting the design and development of data services to enable as part of the Government of Alberta (GOA)’s use of its vision of a federated data ecosystem to enable to better leverage its data assets. These services will enable GoA’s data needs such as analysis, analytics, exchange, artificial intelligence (AI), machine learning (ML), orchestration, storage, processing, etc.


The successful candidate will be an IMT consultant with a diverse range of data management skill sets and experience in working in a multi-faceted roles. The role may have aspects of any or all the following: leading, strategizing, planning, consulting, advising, coaching, change management, project management, service design and delivery. There may be aspects of technology analysis, technical analysis, and business analysis.


[DUTIES]: 

Can span activities related to information management and technology development and strategic planning, project definition, program communication, providing leadership to project teams, facilitating strategic partnerships with external stakeholders, conducting business process reengineering activities and facilitating executive discussions on strategic matters.


Provides leadership, advice and direction on the following strategic areas and initiatives that are being undertaken as part of the Data Strategy. Services and project deliverables should evolve as the work progresses, in response to emerging user and business needs, as well as design and technical opportunities.

o Data Platform services

o Generative and agentic artificial intelligence services

o Orchestration between data platform, advanced analytics and artificial intelligence services

o Data management services

o DevSecOps services


Works with the Manager Data Services to:

• Design and establish enable data and artificial intelligence service offerings

• Provide subject matter expertise and recommendations

• Advance the current OneData Alberta Strategy, tactical plan, and roadmap, to enhance the end-user experience similar to the Amazon marketplace.

• Generate ideas and develop strong visual assets to support and advance the OneData Alberta strategy and roadmap.

• Create and present options, roadmaps, frameworks, models, and briefings for senior executives with regards to data management services, based on best and emerging practices and principles.

• Deliver cross-Ministry roadshows and demonstrations to senior executives to support OneData Alberta and gain traction.

• Facilitate strategic conversations to develop shared understanding and generate options for decision-making to align diverse stakeholder interests and goals.

• Develop baseline and ongoing outcomes, key results, metrics, and other indicators.

• Advise and coach product and platform teams throughout project lifecycles, from initial discovery and concept to production and continuous improvement.


Deliverables:

- Specific deliverables and due dates will be determined by the client team in conjunction with project management.

- Status reports - weekly and monthly.

• Resource will require own equipment 

Working Hours:

• Standard Hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding holidays observed by the Province

• Work must be done from within Canada, due to network and data security issues.

• It is anticipated the role will be 100% remote,
