Position Overview
We are seeking an European Technical Program Manager (TPM) for our international automotive project to be based in Bucharest, Romania. You will act as the core technical bridge between China Headquarters and the European teams and clients, taking full responsibility for the technical management and delivery of overseas projects.
The ideal candidate must have experience in Base Software and hardware development, with a deep understanding of software-hardware co-work and integration. Stationed on the front line in Europe, you will not only manage project timelines but also participate in technical solution discussions, requirement analysis, and problem-solving, ensuring seamless collaboration between Chinese R&D and European stakeholders.
Ideal Candidate Profile
We are looking for talent with deep expertise in the Intelligent Cockpit domain. Candidates matching either of the following two profiles are welcome:
Profile 1: Senior PM with Commercial/Manufacturing Background
- Background: Experienced Program Manager with a background in commercial operations or production/manufacturing.
- Core Strengths: Extensive hands-on experience in project budget management, production cost control, and bridging the gap between production and R&D.
- Mandatory Requirement: Must have complete experience in intelligent cockpit projects.
- Technical Orientation: Software coding background is not required, but familiarity with hardware and production processes is essential to manage the project lifecycle from R&D to mass production.
Profile 2: Software Developer Turned Technical TPM
- Background: Started as a developer, proficient in C/C++ and other low-level development languages, and successfully transitioned into a TPM role.
- Core Strengths: Balances technical depth with management capability. Capable of guiding software-related matters (e.g., Android Automotive HAL layer, base software integration) and supporting commercial activities like quotation and effort estimation from a technical standpoint.
- Project Management: Extensive knowledge of traditional project management processes is not the core requirement; the key is "knowing how the technical work gets done" , leading the team effectively through technical credibility.

Overseas Project Delivery & Coordination (Based in Bucharest)

- Permanently based in Bucharest as the on-site representative of China Headquarters, fully responsible for technical management and project execution of the overseas team.
- Directly interface with European clients, leading requirement discussions, progress updates, and issue closure.
- Act as the primary technical bridge between China and Europe, ensuring information symmetry and efficient collaboration between Chinese R&D and the European site.
Technical Solutioning & Problem Solving
- Leverage base software and hardware development experience to participate in technical solution discussions, design, and reviews.
- Assist in breaking down customer technical requirements, providing accurate technical input and effort estimations during the project quotation phase.
- Lead the resolution of technical challenges arising from the co-development of low-level software (BSP, HAL, Kernel Drivers) and hardware (SoC, MCU) to ensure system stability.
End-to-End Program Management
- Develop and track project plans (from concept to mass production), identify technical risks, and drive solutions.
- Oversee the version release strategy and the entire delivery process, ensuring project timelines, quality, and final deliverables meet customer requirements.
Cross-Team Communication & Collaboration
- Coordinate cross-border collaboration between the Chinese R&D team and the local Bucharest team, navigating time zone and cultural differences.
- Promote the alignment of development processes and technical standards between China and Europe.
Qualifications
General Requirements
- Education: Bachelor's degree or higher in Computer Science, Electronics, Telecommunications, Automation, or related fields.
- Technical Background: Must have experience in base software and hardware development, with a strong understanding of software-hardware co-work.
- Work Experience: 8+ years of work experience, with at least 5 years in the automotive electronics or related industry.
- Language Skills: Fluent English communication skills (listening, speaking, reading, writing), capable of seamless technical communication and meetings with European teams and clients.
- Relocation: Must accept and be adaptable to relocating permanently to Bucharest, Romania.

Additional Requirements for Profile 1 (Commercial/Manufacturing Background)
- Extensive experience in project budget and cost management.
- Familiarity with production processes under standards like IATF 16949, and the interface between production and R&D.
- Must have successfully delivered cockpit projects.
Additional Requirements for Profile 2 (Software Background)
- Solid coding skills, proficient in C/C++, with experience in Linux BSP, Android HAL, or QNX low-level development.
- Experience in cockpit software projects, familiarity with Android Automotive OS or IVI system architecture.
- Technical acumen to support quotation and commercial negotiations from a feasibility perspective.
Preferred Qualifications
- Industry Experience: Experience working with European OEMs (e.g., Dacia, Renault, BMW, VW) or major international Tier 1 suppliers.
- Keyword Match: Candidates whose resumes frequently feature keywords like: automotive, infotainment, vehicle, IVI, Android Automotive, HAL.
- Project Experience: Successful track record of delivering mass production projects, familiarity with ASPICE process.
- Cross-Cultural Skills: Overseas work experience or long-term business trip experience, ability to quickly integrate into the local team.
- Language Skills: Basic knowledge of Romanian (a plus, not mandatory).
