Summary

You will serve as a SUPERVISORY INTERDISCIPLINARY GENERAL ENGINEER/ARCHITECT in the Naval Facilities Engineering Systems Command (NAVFAC), of NAVFAC ROICC SOUDA BAY, GREECE.

Duties

You will oversee all aspects of Planning, Design and Construction (PDC) work, including the mentoring and training of the PDC staff.You will serve as the final mediator and arbitrator on difficult issues, Fields questions, resolve issues, and defends policy on the spot.You will supervise a diverse technical staff comprised of civilians and, in some instances, military Civil Engineer Corps (CEC) Junior Officers (JOs) as well.You will Lead project planning staff, sometimes leveraging the PDC Core planners in PDC40 via reach-back, or the Real Property Management personnel at the installation.You will Lead design staff in performing project management roles for the project (scope, cost, and schedule) from preliminary design authorization to project closeout.You will oversee the development of plans and specifications, design-build Requests for Proposals (RFPs), cost engineering and consultation services to primarily support Category I and II work products.You will provide construction engineering expertise on projects managed within the Planning, Design and Construction Branch (PDCB), particularly those of an unusual or complex nature.You will serve as the senior technical representative of the NAVFAC ROICC and advise senior military and civilian staff with the Public Works Department and Installation on best course(s) of actions for PDC projects.You will be responsible for forecasting workload for out-years for all aspects of the PDC workload.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing advanced concepts, principles, and practices in engineering/architecture to independently develop creative, technically sound solutions to complex problems; 2) Managing overall requirements in administering construction contracts, evaluating administrative submittals, preparing Government reports and briefs, and monitoring quality assurance and safety compliance with plans and specifications; 3) Reviewing/approving/monitoring Design-Build Architecture & Engineering (A&E) and construction contract schedules, maintaining visibility on overall project cost and schedule growth; and 4) Utilizing computer-based programs (eContracts, Enterprise Safety Application Management System (ESAMS), Facility Accident and Incident Reporting (FAIR), and Primavera scheduling software) to perform daily tasks. Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess 0801 - General Engineer 1. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR 0808 - Architect 1. Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment.
