Summary

You will serve as a IT SPECIALIST (PLCYPLN/INFOSEC) ofNAVAL FAC ENGINEERING CMD FAR EAST . ***ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED. Please see Additional Information section below.***

Duties

You will conduct and lead Command Information/Operational Technology RMF package accreditation projects ensuring the work efforts achieve the outcome specified in the business strategy.You will implement program/project management principles across all RMF project efforts.You will execute responsibilities within all steps of the Navy Risk Management Framework process.You will analyze cyber security enterprise requirements and translate into technical or contractual specifications.You will collaborate and coordinate with stakeholders to create, review, edit, and obtain concurrence of artifacts required for RMF package.

Qualifications

Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is meticulous when performing work and diligent about attending to detail. Information Technology (IT) and Operational Technology (OT) related experience demonstrating this competency include: ensuring the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT/OT related experience demonstrating this competency include: define cyber security requirements for new and modified systems and participate in systems design, implementation, and support in response to requirements. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT/OT related experience demonstrating this competency include: influence and persuade employees and managers to accept and implement findings and recommendations regarding conflicting policy, competing objectives, or resource problems. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT/OT related experience demonstrating this competency include: develop and apply new policy, procedures, and techniques to previously unsolvable problems and recommend solutions to influence agency cyber security polices or programs. In addition to the four competencies above, have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector providing leadership in Information Technology and Operational Technology cybersecurity assessment and authorization, cybersecurity programs, policy, and operations to identify deficiencies and risks, and recommend solutions. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily. Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference. Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member.

Employees (and their family members) who require medical or dental care in Japan may experience severe limitations accessing medical care both on the military installation and the local economy, and also could incur costly medical expenses. This position is covered by the Department of Defense Priority Placement and Alternate Placement Programs. Additional vacancies may be filled by this announcement. Pay retention may be granted when certain conditions are met. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
