Key Responsibilities
- Lead local entity/branch setup, including company incorporation, tax/social security registration, and bank account opening, ensuring full compliance.
- Oversee office setup and operations, including site selection, lease negotiation, vendor management, procurement, and budget control.
- Drive hiring strategies across Malta and APAC, focusing on technical and product roles, and manage recruitment channels, agencies, and KPIs.
- Manage end-to-end recruitment processes, including pipeline tracking, candidate experience, and hiring delivery.
- Support work visa applications by coordinating with legal counsel and consulates, and preparing/reviewing documentation.
- Oversee employee relocation, including travel, housing, banking, and integration support for employees and their families.
- Design and implement compensation and benefits programs, and manage offer preparation, contracts, and employee relations.
- Select and manage EOR and payroll vendors, including contract negotiation, compliance oversight, and transition to local entities.
- Oversee the full employee lifecycle, including onboarding/offboarding, asset management, probation reviews, and HRIS maintenance.
- Act as the key HR contact for the Malta/Europe office, liaising with APAC HQ and external stakeholders.

- 6+ years of HR or People Operations experience, including at least 3 years in an HR Manager or leadership role.
- 23 years of experience in Europe or strong hands-on knowledge of local market practices.
- Fluent in Mandarin and English (or a local European language), with the ability to work in a multilingual environment.
- Strong knowledge of local labor laws, social security, and tax regulations; able to manage contracts and payroll independently.
- Proven experience in work visa processing and international employee relocation.
- Experience building teams from scratch, including entity setup and office establishment; expansion experience preferred.
- Experience managing EOR/payroll vendors and supporting technical recruitment; familiarity with compliance and cost structures is a plus.
