Job Description


Duties

  • Direct and supervise the Manpower and Readiness Division, overseeing all planning, organization, and control of nonsupervisory staff.
  • Serve as the command's authority on manpower and readiness, developing solutions for complex issues affecting a Joint Manpower Program of over 1,600 personnel.
  • Conduct comprehensive analyses of organizational structures to identify and implement efficiencies, enhance cost-effectiveness, and resolve mission gaps.
  • Guide analytical reviews of new mission requirements, providing recommended courses of action for validation, budgeting, and resourcing.
  • Establish policy and procedures to implement control of and direct USCYBERCOM's Joint Manpower Human Resource (HR) Systems.

Conditions of employment

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
  • The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam.
  • This is a Drug Testing Designated Position. The incumbent is required to sign a DA Form 5019-R (Condition of Employment) and must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer and periodically thereafter.
  • The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • Supervisory probationary period may be required.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1) Directing funds and manpower resources by analyzing agency programs in accordance with mission priorities while determining resource and funding deficiencies; 2) Establishing policies and procedures to implement control of all Command Joint Manpower Human Resource systems by ensuring they meet the Command's mission requirements; 3) Providing manpower input for the Program Objectives Memorandum (POM) cycle, ensuring compliance with Planning, Programming, and Budgeting Execution (PPBE) regulations.

This position is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure.
