Construction QA/QC Manager
[ Summary ]
The Construction QA/QC Manager is responsible for leading and executing quality assurance and quality control processes across piping systems and related disciplines for semiconductor construction projects. This role ensures that all installations meet applicable
codes, standards, and client specifications, with a strong focus on high-purity systems.
In addition to piping, the role has responsibility for overseeing quality processes related to Electrical, Instrumentation, and Controls (EIC) systems. The QA/QC Manager works closely with engineering, construction, commissioning teams, and subcontractors to ensure
consistent quality execution across all project scopes.
[ Essential Duties ]
- Lead QA/QC activities for piping, electrical, instrumentation, and controls (EIC) scopes
- Develop and implement project-specific Quality Management Plans (QMPs) and nspection/test plans (ITPs)
- Oversee inspection, testing, and verification of:
- High-purity and process piping systems (UPW, gas, chemical lines)
- Electrical systems and installations
- Instrumentation and control systems
- Ensure proper installation and quality control for piping systems utilizing stainless steel, PVDF, and polypropylene (PolyPro) materials
- Verify compliance with:
- ASME B31.3
- SEMI standards
- Applicable electrical codes (e.g., NEC)
- Client and project specifications
- Review and approve QA/QC documentation, including:
- Isometric drawings and P&IDs
- Electrical and instrumentation drawings
- Weld maps and loop check documentation
- Test packages and system turnover documentation
- Manage and coordinate NDE/NDT activities
- Coordinate with subcontractors to ensure their QA/QC programs align with internal and client requirements, including conducting audits and ongoing performance monitoring
- Attend project meetings with clients and subcontractors, documenting meeting minutes, action items, and follow-ups to ensure accountability and timely resolution
- Support pre-commissioning and commissioning activities, including system walkdowns and punch list management
- Maintain complete and accurate QA/QC records for project closeout and audits
- Track, document, and resolve non-conformance reports (NCRs) and corrective/preventive actions

Reportings & KPIs
- Develop and maintain QA/QC dashboards and reporting for internal leadership and client stakeholders
- Provide regular reporting on:
- Inspection and test completion rates
- NCR volume, aging, and closure rates
- Rework rates and quality trends
- Subcontractor quality performance metrics
- Turnover package completion and readiness status
- Track and drive performance against key KPIs, including:
- First-pass yield / right-first-time installation rates
- NCR closure within defined timelines
- Reduction in rework and punch list items

[ Working Hours / Working style ]
Monday to Friday, 9:00 AM to 5:00 PM,with unpaid lunchtime. (35 hours/week)
Occasional local travel to clients or affiliated companies.
Occasional additional hours may be required with advance notice

$90K - $ 150K (DOE)

[ Qualifications ]
- Bachelor’s degree in Engineering, Construction Management, or related field, or equivalent experience
- Minimum 7 years of QA/QC experience in construction, with a focus on piping systems
- Minimum 3 years of experience in semiconductor or high-tech manufacturing environments
- Demonstrated experience with stainless steel, PVDF, and polypropylene piping systems
- Knowledge of:
- High-purity piping systems and cleanroom standards
- Plastic piping joining methods (e.g., IR fusion welding)
- Electrical and instrumentation installation practices
- Familiarity with QA/QC processes, documentation systems, and turnover procedures
Preferred Qualifications
- Certifications such as:
- ASQ Certified Quality Manager (CQM)
- AWS Certified Welding Inspector (CWI)
- Experience on large-scale semiconductor fabrication projects
- Experience managing multi-discipline QA/QC teams
