Incorporate security-by-design principles into infrastructure and platform decisions.
Participate in technical governance forums and support lifecycle planning and standardization efforts.
Identify technical risks and recommend mitigation strategies.
Advise the Program Manager on technical staffing needs and support engagement with Government technical leadership.

The Deputy Program Manager for Enterprise Technology and Modernization will support the Army Research Laboratory by guiding high-quality IT service delivery while advancing transformative technology initiatives. This role serves as the senior technical lead for infrastructure, network engineering, cybersecurity, endpoint management, the service desk, ServiceNow, and research computing.

Job Responsibilities:

Qualifications

  • U.S. citizen with an active security clearance
  • Bachelor’s degree in Information Technology, Business Administration, or a related field.
  • Twelve (12+) or more years of experience leading IT programs or projects, with a proven record of successful delivery in enterprise environments
  • Project Management Professional certification required; additional PMI credentials are a plus.
  • IAT Level II certification or higher in accordance with DoD 8570 or DoD 8140 requirements (such as Security Plus CE, GSEC, SSCP, or equivalent)
  • Experience supporting enterprise infrastructure, cloud environments, cybersecurity operations, and IT service management
  • Working knowledge of hybrid cloud solutions, virtualization platforms, and software-defined technologies
  • Understanding of DoD security frameworks, including RMF, ATO processes, and STIG compliance
  • Strong command of project management methodologies, financial management, budgeting, and risk assessment
  • Proficiency with Microsoft Office and project management tools such as Microsoft Project or Jira

Preferred:

  • Master's Degree
  • PMI credentials
  • Experience with incident management within the ServiceNow Information Technology Service Management (ITSM) platform
  • ITIL v4 Foundation or higher
  • Experience with ServiceNow or enterprise ITSM platforms
  • Cloud certifications (AWS, Azure, etc.)
  • Experience creating and modifying documentation for technical processes and procedures
  • Experience working in a Department of Defense (DoD) environment
  • A problem solver and troubleshooter who thrives in resolving complex problems
  • Excellent communication skills (written and oral) and interpersonal skills
  • Excellent organizational skills, attention to detail, and ability to prioritize and manage multiple tasks

Salary Range: $93,000 - $155,000

Several factors influence the final salary or hourly rate, including but not limited to contract wage determinations, relevant work experience, role-specific skills and competencies, geographic location, educational background, certifications, and federal government contract labor categories.
