TJFACT is seeking a well-qualified Fractional Senior Human Resources Manager in support of one of our partners. The Company is a growing small business with approximately 50 employees, supported by a blended workforce of full-time and part-time professionals operating in a government-contracting environment. The Company is experiencing rapid growth driven by expanding federal and public-sector contracts, creating a need for senior-level human resources leadership with deep expertise in compliance, audit readiness, and scalable HR systems to support sustained expansion.
The Fractional Senior Human Resources Manager serves as a part-time senior HR leader responsible for providing strategic oversight and targeted execution across critical human resources functions. This role is designed to deliver experienced HR leadership in a scalable, cost-efficient model while ensuring operational continuity, regulatory compliance, and workforce alignment with business objectives. The position integrates leadership, compliance, and critical responsibilities including payroll processing, employee relations, and HR infrastructure development.

 This is a fully remote position open to candidates across the United States. While applicants nationwide are encouraged to apply, preference will be given to candidates based in the Metro Atlanta area to support occasional in-person collaboration. The role requires travel for quarterly meetings and other company events as needed.
Duties and Responsibilities:
HR Strategy and Leadership
• Provide strategic HR guidance to the CEO and leadership team
• Align HR practices with organizational goals and business strategy
• Develop scalable HR structures, policies, and processes to support growth
Compliance and Regulatory Oversight
• Ensure compliance with federal, state, and local labor laws
• Lead compliance with government contracting requirements (SCA, OFCCP, ACA, EEO)
• Maintain audit readiness and compliant documentation
• Update HR policies and procedures based on regulatory changes
Payroll Processing and Compensation Administration
• Oversee and execute payroll processing activities
• Validate time and attendance data and ensure accurate wage calculations
• Manage deductions and support salary adjustments aligned with budgets and bill rates
• Ensure payroll accuracy, timeliness, and compliance
Employee Relations and Leadership Support

• Manage complex employee relations issues, investigations, and conflict resolution
• Provide guidance and coaching to leadership on employee matters
• Ensure consistent, fair, and compliant handling of personnel issues
Oversight of Recruiting and Onboarding
• Provide strategic direction for recruiting and onboarding processes
• Guide hiring priorities and ensure compliance in recruitment practices
• Improve onboarding processes and workforce readiness
• Provide support for recruiting and interviewing activities as needed during high-demand periods or critical hires
Employee Lifecycle and HR Operations
• Oversee onboarding, employee changes, and offboarding processes
• Ensure accurate documentation, recordkeeping, and HRIS data integrity
• Maintain consistency and compliance across the employee lifecycle
Benefits and Leave Administration
• Oversee benefits administration and coordinate with brokers
• Support open enrollment, issue resolution, and invoice review
• Ensure compliance with FMLA, LOA, ADA, and ACA requirements
Policy Development and HR Infrastructure
• Develop and maintain HR policies, SOPs, and employee handbook
• Build HR infrastructure to support consistency and scalability
• Ensure policies are applied consistently across the organization
HR Systems, Data, and Reporting
• Ensure effective use and accuracy of HRIS systems
• Develop and track HR metrics, dashboards, and reports
• Support data-driven decision-making for workforce planning
Workers’ Compensation and Risk Management
• Oversee workers’ compensation claims and processes
• Ensure compliance with policies and integration with FMLA and ADA
• Minimize operational disruption and organizational risk
Business and Contract Support
• Align HR practices with government contracting requirements
• Participate in business development and staffing strategy discussions

Required Skills & Qualifications:
• Bachelor’s degree in human resources, business administration, or related field required
• Seven (7) to ten (10) years of progressive human resources experience
• Minimum of five (5) years of experience supporting government contracting environments
• Demonstrated experience with payroll processing
• Experience with HRIS platforms such as Unanet or similar systems
• Experienced HR leader with demonstrated expertise in government contracting environments
• Strong knowledge of HR compliance, including federal, state, and contract-specific requirements
• Proven experience in payroll processing, employee relations, and HR systems management
• Ability to operate independently with minimal oversight
• Capable of providing strategic guidance while executing critical HR functions
• Strong analytical thinking and problem-solving abilities
• Sound judgment and ability to manage complex HR issues
• High attention to detail and accuracy
• Ability to handle sensitive and confidential information with discretion
• Strong communication and interpersonal skills
• Ability to influence leadership and provide effective guidance
• Strong organizational and time management skills
• Ability to prioritize and deliver results in a part-time, high-impact environment
Salary Range: Commensurate with experience and based on a workload of approximately 20 to 30 hours per week.
