We are hiring a Head of Technical Product Delivery for a digital banking powerhouse in Dubai to lead their execution engine. This is not a role for a hands off administrator. It's a role for a high energy leader who can manage international engineering teams while staying deeply involved in the technical delivery of features 🚀.

It is a mission critical leadership seat within an organisation that has separated its product team into Growth and Delivery to ensure absolute focus on execution.

You will join a banking group that is bridging the gap between legacy finance and the digital asset economy. They have moved past the planning phase and are now scaling a suite of products that serve both core banking and crypto markets.

Because the primary engineering hub is located in China, we are only looking for candidates who are fully bilingual in English and Mandarin. You will be the vital link between the regional leadership and the technical teams on the ground in China.

This is a delivery focused leadership seat where you will manage a multidisciplinary team of seven across QA, design, and technical product management. You won't just be overseeing timelines; you will be expected to remain hands on, spending the majority of your time driving the actual delivery of products.

You will own the end to end lifecycle of features, ensuring they are production ready and meet the highest regulatory standards.

• Work directly with the technology center in China to coordinate complex feature launches.
• Act as a product owner for high priority streams within the portfolio to ensure no loss in momentum.
• Refine delivery processes using Agile methodologies to improve the speed of the engineering cycle.
• Solve technical bottlenecks and act as the final escalation point for the delivery team.
• Ensure all products align with the strict integrity and compliance requirements of a regulated bank.

This role is for a specialist who can command a room of engineers and a C-suite boardroom with equal authority.

You must have:

• A strong foundation in both traditional Financial Institutions (FI) AND Digital Assets or Crypto.
• Absolute fluency in both English and Mandarin (written and spoken).
• At least 10 years of experience with a track record of shipping large scale products.
• Expertise in software development lifecycles and modern delivery frameworks.
• A strong sense of ownership and the willingness to roll up your sleeves to get products live.
• The ability to manage complex stakeholder relationships in a fast paced environment.
