Position Overview/Duties

Operates several types of heavy equipment to excavate, backfill, grade or level earth to rough specifications on such projects as breaking new ground for roads, trails, drainage ditches, dirt dams, levees, etc. Moves earth on steep slopes and shoulders, soft ground, and on other surfaces with other rough features. Grades surfaces, compacts soil and rolls to exact specifications on flat or steep slopes. Adjusts attachments for proper positioning, often without stopping the power unit. Steers and operates close to drop offs. Fairly fine grading is done on roadways. Operates the following types of heavy equipment:

  • Operates a front-end loader equipped with a 1-1/4 yard bucket, excavating and loading trucks with earth, and moving and distributing soil changes on slopes of dams 60 feet in height.
  • Operates a 50 HP diesel-powered motor grader on roadways for rough and fine grading. Equipment is 13,800 pounds in weight, 18 feet, 4 inches in length, with a 10-foot blade.
  • Operates a crawler-type tractor, equipped with a bulldozer blade and winch for heavy grading, removal of trees, brush, and debris, excavating, backfilling, and leveling earth and back sloping.
  • Operates a four-wheeled gasoline powered tractor with attachments for mowing, post hole digging, grading, fertilizing, etc.
  • Must operate rented equipment of all types as needed in operation and maintenance of the project.

Operates a 2-1/2 ton dump truck transporting and dumping dirt used in maintenance of earthen dams, roadways, etc. Completes trip tickets and performs driver maintenance.

Performs work with acetylene and electric welding equipment. Build gates with pipe; fabricates trailer hitches, etc. Make repairs on equipment where welding or cutting is required.

May participate in field surveys to locate property lines and determine elevations. May work as rodman, chainman, levelman or transitman.

Performs a variety of duties in connection with construction and repair of fences, gates, signs, etc. Build concrete forms and mixes and pours concrete. Fights grass fires, operates spraying equipment, etc.Performs minor maintenance on all equipment.

Prescribes specifications and inspects work of contractors for maintenance of project. Checks for compliance of easements with construction of ditches and roads on project lands. Serves as Ordering Officer and as Acting Facilities Manager.

Operation and Maintenance: Work under the direction of Resource Operation Manager. Included the operation of project recreation and public use facilities and systems; radio communications equipment; patrol boats, cars, trucks and other maintenance vehicles and equipment; the maintenance of all facilities, systems and equipment, grounds, roads, parking areas, and the operation of lacks, tainter gates and recreation sites.

Performs other duties as assigned.

Follows established safety procedures in accomplishing work and reports unsafe working conditions and safety violations to supervisor.

Required to be knowledgeable of the uses of the various sets of controls for operating the equipment and attachments and have the touch necessary to adjust the attachments and controls so as to accomplish the finer grading work and to operate on rough terrain. Is required to be familiar with the operating characteristics and limitations of the equipment and various attachments, be able to move the equipment above over rough terrain, steep slopes, and in confined areas, and have a knowledge of terrain features and soil characteristics in order to perform the necessary operations. Must also be knowledgeable of the loading and operating procedures for heavy trucks and be familiar with safety regulations and rules of the road. Must have a working knowledge of welding to be able to operate both electric arc and acetylene welders, and to select proper settings and rods to accomplish tasks.

Works under general supervision wherein work is assigned on the basis of particular job to be performed or assignment of work for the day. Receives verbal instructions as to results expected, priority of jobs, and manner of coordination with other operations and work of other employees. Work is subject to spot check daily for progress, results obtained and overall adequacy. Incumbent is responsible for following regulations and standard operating procedures and for performing all work in accordance with applicable safety requirements.

Physical Effort

Heavy physical effort is used in constantly reaching, bending, turning, and moving hands, arms, feet, and legs to handle different sets of controls to operate the equipment and attachments. Considerable strain is caused by the constant vibration of the equipment and the jerking and jolting from operating over rough surfaces. Frequently required to work in strained positions. May be required to frequently lift and carry items weighing up to 20 pounds and occasionally may lift and carry items weighing over 50 pounds.Position also involves walking, bending, and some prolonged standing.

Working Conditions

Works outdoors in all kinds of weather, in open driver's seat. In closed cab, or walking. Subject to noise, vibration, dust, dirt and fumes from the motor and exhaust. There is danger of the equipment overturning on rough terrain. When performing welding duties, is exposed to all hazards normally associated with metal fabrication operations, including fumes and burns. Clothing may become heavily soiled.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Minimum Qualifications (Screen Out Element): Ability to do the work of an Engineering Equipment Operator without more than normal supervision. Engineering Equipment Operator Screen out: Operate and maintain heavy equipment to accomplish grading work and operate on rough terrain.

  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position. Must be able to lift up to 50 lbs.
  • This position requires that the incumbent possess and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Possession of or must be able to obtain and maintain Corps of Engineers certification for operation of a motorboat operator's license and a fork lift operator's license.
  • Must obtain and maintain a valid Commercial Driver's License (CDL)
  • May be required to work in both non-permit and permit required confined space and implement proper rescue and entry techniques.
  • May be required to be properly trained and/or operate the following equipment: Self Contained Breathing Apparatus (SCBA's) escape packs, atmospheric monitoring devices and fall protection equipment.
  • Will be required to attend a formal electrical safety training course that includes instruction on OSHA's lockout/tag out requirements and electrical hazard recognition.
  • Safe work practices are an integral part of this position.
  • Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
  • This position is not eligible for telework.
