Compensation Details
- Project Manager 18: Salaries typically range from $96,557 to $128,743 annually, based on qualifications and experiences, plus a performance-based incentive.
- Export Development Canada operates in a hybrid work environment, with a current requirement of two in-office days per week, increasing to three days per week in September 2026 (subject to change).
- This role can be performed from EDC’s headquarters in Ottawa.

The Digital & Technology Solutions (DTS) group under the leadership of the Chief Information Officer was established in 2023 with the mission of empowering our customers and colleagues to take on the world, by seamlessly delivering secure and reliable digital experiences. Digital & Technology Solutions has set out to achieve the following objectives for EDC:
- Define, execute, and sustain the integrated technology target state, target data model and technology operations required to enable EDC’s 2030 business transformation.
- Establish and manage the rolling 3 Year Digital Roadmap that sequences the technology outcomes required to achieve the technology target state and facilitate its execution across all domains in the organization.
- Keep pace with industry trends and emerging technologies, ensuring EDC has access to the digital technology tools it needs to stay relevant in the market and grow Canadian global trade.
- Lead and ensure integrated digital, data, infrastructure, and cybersecurity implementations to create excellent customer, user, and employee experiences.
What You Will Be Doing
- Financial and Budget Management: Plan, monitor and manage TOS’ large operations and transformation budget ($30-40M+/Year). Ensure accurate forecasting, tracking, risk mitigation and reporting of financial performance. Conduct financial analysis and reporting to support decision-making processes. Provide insights and recommendations based on financial data and trends.
- Cost Optimization: Plan, facilitate and manage annual cost-optimization initiatives to achieve annual targets and realize business benefits.
- Portfolio Management: Plan and oversee the IT project portfolio, ensuring alignment with business objectives and strategic goals. Evaluate and prioritize projects based on value, risk, and resource availability.
- Risk Management: Identify, assess, and mitigate risks associated with IT projects and operations. Develop and implement risk management strategies to minimize impact on business operations.
- Metrics Management: Define, track, and report business and/or operations key performance indicators (KPIs) and metrics to measure the success of IT initiatives. Develop dashboards and reports to communicate performance to stakeholders.
- Governance Support: Develop, implement and support TOS governance practices ensuring effectiveness business and operations management, as well, alignment with organizational objectives and regulatory requirements.

- Bachelor’s degree in computer science, Information Technology, Business Administration, Finance, or a related field.
- Minimum of 7 years of experience in portfolio/program/project management or IT business management.
- Experiences of managing large budget (over $30M+) with a focus on with IT projects and operations.
- Strong attention to detail and commitment to quality.
- Strong proficiency in
- Resource planning, Scheduling, requirements gathering, Process improvements.
- Agile/Scrum.
- Confident decision making.
- Data Analytics
- Project management methodologies and tools.
- Project management software (e.g., Microsoft Project, ADO, ServiceNow platform)
- Proven ability to manage multiple projects simultaneously.
- Excellent communication, negotiation, and conflict resolution skills.
- Strong analytical and problem-solving skills.
- Strong leadership and organizational skills.
- Ability to work independently and as part of a team.
- High level of initiative and self-motivation.

- Familiarity with modern IT products and services such as Windows servers and desktop Operating Systems, MS Azure, MS Teams, SharePoint Online, One Drive for Business, OneNote, MS Copilot for M365, etc.
- Related experience or knowledge of Procurement, principles, practices, and public competitive processes.
- An MBA or relevant certifications (e.g., PMP, CSM, ITIL).
- Bilingual in both official languages (English and French).
- Proficiency in financial & data analysis tools.
