Present safety performance trends, risks, and improvement recommendations to leadership
Define corporate safety training requirements and minimum competency standards for employees and contractors
Ensure alignment of safety training and qualification requirements across all facilities
Develop and oversee contractor safety program requirements, including prequalification and performance monitoring
Conduct or oversee corporate safety audits, program assessments, and field observations
Represent Refining Company in industry groups, mutual aid organizations, and with regulatory agencies as required

Job Title: Health and Safety Manager

Reports To: Safety, Security, & Compliance Director

SUMMARY


The Corporate H&S Manager is responsible for the development, implementation, oversight, and continuous improvement of company-wide health and safety programs across all Refining Company facilities and operations. This position provides corporate governance, strategic leadership, and technical expertise to ensure consistent application of health and safety standards, regulatory compliance, and risk management practices throughout the enterprise. The role partners with executive leadership, site management, and functional leaders promote a strong safety culture, reduce operational risk, prevent incidents, and ensure regulatory compliance across all business units.


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.


Corporate Safety Program Leadership

  • Develop, implement, and maintain corporate health and safety policies, standards, and procedures applicable to all Refining facilities.
  • Establish and oversee a consistent Health & Safety Management System across the enterprise.
  • Provide functional leadership, expert technical advice, and long-term strategic guidance to Safety Managers and safety professionals at the site.
  • Drive continuous improvement initiatives aligned with industry best practices in refining and petrochemical operations.
  • Support site leadership in strengthening safety culture and accountability.


Regulatory Compliance & Governance

  • Ensure enterprise-wide compliance with applicable federal, state, and local regulations, including OSHA General Industry Standards and EPA requirements as it relates to Health & Safety, DOT hazardous materials regulations, and applicable NFPA standards.
  • Interpret regulatory requirements and translate them into clear corporate programs, procedures, and expectations that can be readily implemented at the site level
  • Support and coordinate regulatory inspections, audits, and agency interactions.
  • Maintain corporate compliance documentation and oversight processes.


Incident Management & Learning

  • Lead or support investigations of serious incidents, high potential near misses, and process safety events.
  • Apply recognized root cause analysis methodologies such as TapRooT, Five Why, and Cause Mapping.
  • Analyze incident trends across the enterprise and recommend preventative strategies that can be executed at the site level.


Performance Metrics, Reporting & Data

  • Establish and monitor corporate health and safety performance indicators including TRIR, DART, near-miss reporting, and process safety events.
  • Develop dashboards and executive-level reports.
  • Present safety performance trends, risks, and improvement recommendations to leadership.


Training, Competency & Contractor Safety

  • Define corporate safety training requirements and minimum competency standards for employees and contractors.
  • Ensure alignment of safety training and qualification requirements across all facilities.
  • Develop and oversee contractor safety program requirements, including prequalification and performance monitoring.


Audits, Assessments & Assurance

  • Conduct or oversee corporate safety audits, program assessments, and field observations.
  • Identify gaps between policy and execution and develop corrective action plans.
  • Ensure consistency and effectiveness of safety program implementation across all sites.


External Engagement

  • Represent Refining Company in industry groups, mutual aid organizations, and with regulatory agencies as required.


Work Environment

  • Combination of office and refinery field environments.
  • Regular travel to operating facilities is required.
  • Ability to access process units, climb stairs, and wear required personal protective equipment during site visits.


Role Differentiation

  • This position provides corporate governance, standards, and oversight and is not responsible for daily site safety execution.
  • Site Managers retain responsibility for local implementation and field presence.


EDUCATION and/or EXPERIENCE


  • Bachelor's degree with a major in Occupational Safety, Safety Management, Industrial Hygiene, Engineering, or a related field. Or its equivalent.
  • Minimum of 10 years relevant progressive health and safety experience in refining, petrochemical, chemical manufacturing, or heavy industrial operations.
  • Experience overseeing safety programs across multiple operating facilities. As well as supervisory experience.
  • Professional certifications such as CSP or CIH preferred.


Must have a valid drivers’ license.
