We are looking to hire a Manager II that will function as the Division Manager of Facilities and Move Management, reporting to the Maintenance & Critical Site Infrastructure (MCSI) Director.
Key Responsibilities
- Manage the activities of assigned Facility and Move Management staff at the Losee Road facility in North Las Vegas and the Nevada National Security Site (NNSS).
- Manage, coordinate, administer, and direct the MSTS Facility Manager Program. Ensure all facility managers are trained and assigned to facilities to which they are qualified. Perform professional development of Facility Managers based on industry-standard and Mission Support and Test Services (MSTS), LLC training and qualification programs.
- Implement and manage company procedures on the Facility Management Program, Facility Activation, Facility Deactivation, Non- operating facilities surveillance and maintenance, Hazard Categorization of Real Property Assets, and the Integrated Seasonal Weather Process.
- Develop and administer budgets, division Staffing Plans, direct- funded and indirect- funded budget monthly and annual reviews.
- Administer the Energy Storage Systems (ESS) management and implementation process.
- Oversee the prioritization, discovery, development, and successful completion of Program Integration Board (PgIB) facility and infrastructure improvement projects. Track projects progress through bi-weekly meetings and manage the SharePoint site.
- Partner with EIP on the design and planning of new facilities. Advocate for tenant operations in new and existing facilities.
- Work with senior management on the resolution of legacy facility issues, understanding risk and sustainment levels to steer decisions on divestment strategies for non- enduring facilities.
- Provide supervision to personnel assigned to the oversight and technical management of Energy Storage Systems and the UPS Permit process across the enterprise.
- Facilitate work execution for the National Weapons Laboratories and Other Government Agencies to support mission needs.
- Develop authorization basis documentation and ensure compliance with MSTS work authorization and work control requirements.
- Perform management assessments for compliance with relevant MSTS policies and procedures.
- Interface with National Nuclear Security Administration/ Nevada Site Office (NNSA/NSO) Facility Representatives to address facility-related concerns.
- Assist in the development of the Ten-Year Comprehensive Site Plan.
- Actively promote MSTS energy management initiatives and participate in energy conservation efforts to achieve reductions in assigned facilities.
- Ensure compliance with the core principles of Integrated Safety Management.
- Collaborate with the Division Manager and other department managers to identify root causes for accidents and immediate mitigating actions to reduce hazards.
- Promote MSTS cost reduction initiatives.
- Promote and practice team building across the organization, assuring a cohesive and stable work force.
- Perform related work as assigned by Director.

- Bachelor's degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience.
- Professional certification as a Facility Manager desirable.
- Demonstrated skill to apply advanced concepts, principles, methods, techniques, procedures, and/or practices to area of responsibility.
- Knowledge and skill sufficient to develop, schedule, coordinate and implement programs in area of responsibility.
- Skill in working and communicating effectively with managers and employees from other groups.
- Comprehensive understanding of the MSTS execution planning and NFO authorization basis processes desirable.
- Working knowledge of Real Property Asset Management (RPAM) program under DOE 0 430.1C.
- Previous experience working at, and knowledge of, the Nevada National Security Sites highly desirable.
- Excellent oral and written communication skills, strong management and administrative skills, and well-developed leadership skills.
- The primary work location will be at the Nevada National Security Site (NNSS) located 65 miles northwest of Las Vegas, Nevada
- May be required to rotate between NNSS and NLV locations.
- Work schedule will be 4/10s Monday through Thursday (subject to change).
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
