The HR Lead owns the full HR function of the Foundation: building and administering the C&B and grading system, recruiting and retaining staff in Kazakhstan and project countries, managing personnel records in accordance with RK labour law, assessing and developing employees, and
providing HR support for the Foundation's scaling. The role reports directly to the Foundation Director and has a matrix reporting line to the Finance Manager.
Key Responsibilities
Compensation and Benefits (C&B)
- Development and maintenance of a system of rewards and grades.
- Formation and administration of the benefits system.
- Expert support in setting employee benefits: conducting regular labor market reviews, monitoring the level of wages and the structure of benefits; indexing salaries of employees and specialists under service contracts.
- Planning and analysis of the use of the wage fund HR processes and automation.
- Development of policies, regulations and methodological guidelines in key areas of HR: training and development, system motivation, etc.
- Participation in HR process automation projects: setting requirements, testing, and implementation.
- Organization and conduct of periodic staff assessment: methodology development, assessment sessions, formation of final conclusions and development plans.
- Development and implementation of a system of corporate values and culture; formation of translation tools and maintaining a unified identity of the organization.
- Personnel records management.
- Administration of personnel accounting and reporting in accordance with the requirements of labor legislation; ensuring the relevance and completeness of document management.

- Search and hire of employees in Kazakhstan and the countries of the projects' presence.
- Higher education in human resources management or relevant fields..
- Proven experience in the HR, C&B (5+ years).
- Ability and work experience in fulfilling these key responsibilities.
- Knowledge of the tax and labor legislation of the Republic of Kazakhstan, general approaches to global personal taxation and the ability to carry out the revision of tax legislation in other jurisdictions.
- Proficiency in Excel / Google Sheets: pivot tables, formulas, including data visualization.
- The ability to use AI tools.
- English language proficiency level of at least C1+
- Experience in transformational projects.
- Experience working in the scheme with suppliers and agencies.
- Analytical thinking and attention to detail when working with large amounts of data.
