Job Description
Engineering Manager (Principal .NET Engineer โ AWS)
Engagement: Long-Term Contract
Duration: 3 Years
Location: Fully Remote (United States)
Hours: Pacific Time Zone
Start: Immediate
About the Engagement
Our client is a large public-sector healthcare organization leading one of the most ambitious behavioral health modernization efforts in the country. The program serves millions of residents and is rebuilding statewide digital infrastructure to deliver greater transparency, accountability, and access to care. The work spans high-scale data platforms, county-level planning tools, and reporting systems used by government leaders, providers, and the public.
This is a multi-year contract on a cloud-native platform team responsible for building and evolving the digital backbone of the program. The team runs on modern engineering practices: microservices, event-driven design, IaC, and full CI/CD. Engineers here are expected to ship production code, own architectural outcomes, and raise the bar for technical quality across a large, distributed organization.
Role Summary
We are hiring a Principal-level .NET engineer who is equally comfortable making complex architectural decisions and writing production code. This is a hands-on technical leadership role, not a people-management seat. You will own the technical success of a product area, mentor senior engineers, and drive system design decisions that span distributed services, large-scale data pipelines, and customer-facing APIs.
"Good" in this role looks like: code in production every sprint, architectural choices that hold up under scale and scrutiny, and a team that gets sharper because you are on it.
Key Responsibilities
Hands-On Engineering
- Spend 60% or more of your time writing production C# / .NET code for complex features and core system components
- Lead implementation of the most technically demanding initiatives on the team
- Debug and resolve cross-service and distributed system issues end to end

Architecture and System Design
- Drive architectural decisions for services within your domain, balancing rigor with delivery velocity
- Design and build robust APIs, backend services, and data-intensive systems on AWS
- Build distributed systems that support large-scale data processing and reporting workloads
- Improve system performance, reliability, and scalability across the platform
Technical Leadership
- Own the technical outcomes of your product area: architecture, quality, and delivery
- Mentor mid-level and senior engineers and raise the engineering bar through code review, design review, and direct collaboration
- Align team-level engineering standards with broader platform architecture and shared services
- Translate complex technical concepts into clear communication for product, architecture, and executive stakeholders
Required Qualifications
- 10+ years of professional software engineering experience, including 3+ years influencing technical direction or leading engineering initiatives
- Expert-level C# and .NET, with a deep portfolio of production work on enterprise-grade applications
- Strong AWS experience designing, building, and operating cloud-native systems in production
- Strong SQL skills and proven experience with database-intensive and data-processing systems
- Demonstrated experience designing and shipping distributed systems at scale
- Hands-on experience with modern CI/CD pipelines, containerization (Docker, Kubernetes), and infrastructure as code
- Track record of architectural decision-making on systems with significant scale, regulatory, or reliability requirements
- Strong written and verbal communication skills, including with non-engineering stakeholders

Ideal Candidate Profile
- A builder at heart. You have stayed close to the code through every promotion and have no interest in stepping out of it now
- Comfortable making architectural calls in ambiguous, high-stakes environments and standing behind those decisions
- Pragmatic. You know when to invest in rigor and when to ship and iterate
- A force-multiplier on a team. Engineers around you get better, faster, and more confident
- Curious about the systems you operate, not just the code you write. You care about observability, performance, and operational health
- Mission-driven. Public-sector and large-scale impact work resonates with you
Technical Environment
Languages and Frameworks: C# / .NET (primary), TypeScript / JavaScript (secondary)
Cloud and Infrastructure: AWS (primary cloud), Kubernetes, Docker, Terraform, Helm
Data Systems: SQL (required), NoSQL, Kafka or Kinesis, Elasticsearch
Architecture: Microservices, event-driven systems, API gateways, service mesh, data mesh DevOps and Observability: CI/CD pipelines, GitOps, Infrastructure as Code, distributed tracing and monitoring (Datadog, Prometheus, CloudWatch)
Security: OAuth / OIDC, encryption at rest and in transit, zero-trust principles
Why This Role Matters
The systems you build will directly enable statewide funding transparency, county-level digital planning tools, large-scale reporting and accountability platforms, and scalable service delivery infrastructure. This is mission-critical work modernizing digital government systems that impact millions of people.
