Position Overview/Duties Position Overview

This position is for a Supervisory IT Specialist (PLCYPLN), GS-2210-14, serving as the Division Information Technology Chief (DITC). The incumbent acts as the principal advisor and a key leader within the USACE Chief Information Officer (CIO)/G-6 structure. They are responsible for planning, organizing, coordinating, and evaluating a comprehensive range of Information Management/Information Technology (IM/IT) activities.

The role involves significant autonomy and leadership, providing strategic direction and authoritative advice on all aspects of the IM/IT program, which supports both Civil Works and Military Programs missions. The work is technically authoritative and is normally accepted without change.

Major Duties and Responsibilities

  • Program Management and Direction
  • Serves as the Commander's G-6, directing and managing all facets of the IM/IT program for the Major Subordinate Command (MSC).
  • Provides authoritative advice and guidance on enterprise IT to high-level military and civilian leaders.
  • Directs a complex, multi-mission program, overseeing strategic, technical, and administrative functions.
  • Keeps the Commander informed on the status of IM/IT, leads regional inspection programs, and shapes IT requirements to meet mission goals.
  • Coordinates the command's IT cyber readiness posture and represents the command in high-level meetings.
  • Fiscal Management and Strategic Planning
  • Holds full responsibility for the fiscal management, execution, and justification of IM/IT resources and expenditures across the command.
  • Prepares and manages IT investment portfolios and allocates resources for program implementation.
  • Oversees IT procurement, contracting procedures, and logistical operations, ensuring compliance with federal regulations (e.g., FITARA).
  • Initiates and directs studies to develop long-range IM/IT plans and policies, providing recommendations to senior leadership.
  • Serves as the primary strategic and technical expert regarding all aspects of the assigned area of responsibility.
  • Supervision and Personnel Management
  • Serves as a supervisor to IT personnel and as a higher-level reviewer for District IT chiefs.
  • Has oversight of 5-50 government employees and up to 50 contractors, directing their work through subordinate supervisors.
  • Establishes workload priorities, evaluates performance, approves training, and handles personnel and employee relations matters.
  • Interviews and selects candidates for key positions and is responsible for developing a balanced and effective workforce.
  • Promotes programs such as Equal Employment Opportunity and develops goals and objectives for subordinate organizational units.

Other Conditions and Requirements This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in competitive service. Minimum Education and Experience Requirement

Basic Requirements For Information Technology Management Series (GS-2210)

  • Bachelor's and/or graduate degree from an accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.

OR

  • Bachelor's and/or graduate degree from an accredited college or university that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.

OR Additional Requirement for GS-14 Level

  • Experience: IT-related experience that demonstrates proficiency in each of the following four competencies:
  • Attention to Detail: Is thorough when performing work and conscientious about attending to detail (e.g., ensuring compliance with FITARA and DoD/Army IT policies).
  • Customer Service: Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations (e.g., serving as the principal advisor to the Commander and senior leaders).
  • Oral Communication: Expresses information to individuals or groups effectively, taking into account the audience and nature of the information (e.g., representing the command in high-level meetings and regional inspections).
  • Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations (e.g., directing complex, multi-mission IT programs and managing enterprise cyber readiness).

Note: For the GS-14 grade level, education alone cannot be substituted for specialized experience.

Specialized Experience: In addition to meeting the basic education or experience requirement above, applicants must possess at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service.

For this specific position (Supervisory IT Specialist - PLCYPLN), this specialized experience must demonstrate:

  • Extensive experience managing and directing a comprehensive Information Management/Information Technology (IM/IT) program for a complex organization.
  • Responsibility for fiscal management, including the execution and justification of enterprise IT budgets and resources.
  • Experience analyzing and advising on enterprise IT architecture, cybersecurity posture, and compliance with federal IT policies.
  • Demonstrated supervisory experience overseeing a diverse technical workforce, assigning workloads, and evaluating performance.

  • Travel is required up to 25% of the time.
  • Overtime may be required.
  • This position must be in compliance with the Return to In-Person Work (RTIPW) requirement to work in an approved USACE applicable facility.
