Job Description


Summary

You will serve as a SUPERVISORY GENERAL ENGINEER or SUPERVISORY ARCHITECT (SENIOR DESIGNER) with NAVAL FACILITIES ENGINEERING COMMAND SE. This interdisciplinary position will be filled as a General Engineer (0801) or Architect (0808).

Duties

You will provide supervision, assistance and guidance to other designers, engineers/architects, or other NAVFAC codes as appropriate, exercising management and administrative skills in the execution of Capital Improvement projects.You will provide design management/leadership, criteria and code interpretation, and training and mentoring in the area of design to the technical staff within the component.You will assign work to subordinates based on priorities, considering the difficulty and requirements of the assignments, the type of work, existing workload, and the capabilities of the employees.You will plan, design, and sketch overall solutions for architectural and engineering features of various complex and usually difficult projects for preliminary and final design purposes.You will provide advice and recommendations concerning general architectural and engineering methods and systems as necessary to develop and coordinate projects for design, repair, alteration, rehabilitation, installation, improvement, or demolition.You will perform basic architectural and/or engineering studies and investigations to determine the most economical methods of fulfilling a program requirement.You will analyze building systems loading, determine program requirements, ensure compliance with national and local building codes and all Navy/Department of Defense criteria, and obtain field data to analyze and develop engineering requirements.

Qualifications

This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license, registration, or certification must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your current license, registration, or certification with your application package. In addition to the SPF and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Expert knowledge of NAVFAC design practices, procedures, and criteria with which we execute our new facility or facility renovation projects. Technical expert in facility design. 2)Expertise in leading multi-discipline design teams in the successful design of facility construction and renovations of the type of facilities that would be expected to be found on military installations.3) Expertise in the supervision and management of a multi-discipline design staff and all of the administrative and community management aspects of this role. Expert at evaluating employees and holding them accountable. 4) Expertise in providing Quality Assurance/Quality Control of design documents and technical studies completed by both in-house and AE consultants. 5) Expertise in providing technical construction support for NAVFAC projects NOTE: This information must be fully supported in your resume. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: 0801 General Engineer Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration For more information about EI and EIT registration requirements, please visit the National Society of Professional Engineers website at: http://www.nspe.org OR Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above) OR Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. 0808 Architect Successful completion of a bachelor's or higher degree in architecture. OR Successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR Have a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The curriculum for a degree is in either architecture or architectural engineering and covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR you lack a degree in architecture, but have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required).
