Human Resources Manager / Director

Location: 1000 Highway 12, Hettinger, ND 58639

Type: Full-Time, On-Site

Reports To: Chief Executive Officer

Salary: $68,000 to $120,000 annually, depending on qualifications and title level

FLSA Status: Exempt

About West River Health Services

West River Health Services is a Critical Access Hospital and integrated rural health system serving Hettinger, ND and the surrounding southwestern North Dakota region. With approximately 250 employees across acute care, clinic, long-term care, and ancillary services, WRHS is the primary healthcare provider for a wide geographic area. This role sits at the center of the organization's people strategy and reports directly to the CEO.

Position Summary

WRHS is seeking an experienced HR professional to serve as its senior Human Resources leader. The final title — HR Manager or HR Director — will be determined based on the selected candidate's qualifications and depth of experience. This is a hands-on, full-scope role with direct CEO access, supervision of HR support staff, and ownership of all HR functions across the organization.

Key Responsibilities

  • Lead employee relations, investigations, disciplinary processes, and terminations
  • Manage full-cycle recruitment with emphasis on clinical, technical, and hard-to-fill positions
  • Maintain compliance with federal and state employment law (ADA, FMLA, FLSA, Title VII) and applicable CMS/HIPAA requirements
  • Administer compensation structures and employee benefits programs; support market benchmarking
  • Provide managers with tools and guidance for performance management and corrective action
  • Oversee HR operations: onboarding, offboarding, HRIS data integrity, and employee records
  • Serve as a strategic advisor to the CEO and senior leadership team on workforce and culture matters
  • Supervise and develop HR support staff

Qualifications

Required

  • Bachelor's degree in Human Resources, Business Administration, or related field (or equivalent experience)
  • Minimum 3 years of progressively responsible HR experience, with at least 2 years in a lead or management role
  • Working knowledge of federal employment law and multi-function HR operations
  • Strong interpersonal skills; ability to work effectively with clinical and non-clinical staff at all levels

Preferred

  • Healthcare setting experience — Critical Access Hospital, rural health clinic, or long-term care
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification
  • Experience recruiting in a rural or geographically constrained market

Compensation & Benefits

Salary range of $68,000 to $120,000 annually, commensurate with qualifications and title level (Manager or Director).
