About the Opportunity


The District of Peachland is looking for a full-time Human Resources Manager based in Peachland, BC.


Reporting to the Director of Corporate Services, you will play a pivotal role in leading the District’s human resources function, providing strategic advice to senior leadership while overseeing labour relations, recruitment, employee relations, health and safety, and organizational development initiatives.


In this position, you will be primarily responsible for delivering a broad range of human resources services that support the District’s workforce, foster positive labour-management relationships, and contribute to the success of a collaborative small-municipality environment where flexibility and cross-functional support are valued.


More specifically, your responsibilities include but are not limited to:

  • Providing strategic human resources advice and recommendations to senior leadership
  • Leading recruitment, staffing, onboarding, and employee development activities
  • Managing labour relations activities, including collective bargaining, grievance resolution, arbitration preparation, and union partnership development
  • Advising management on employee relations, performance management, attendance, and progressive discipline matters
  • Developing, implementing, and maintaining human resources policies, programs, and procedures
  • Managing occupational health and safety programs, disability management, and WorkSafeBC-related processes
  • Providing guidance on employee benefits, compensation, leave management, HR legislation, and collective agreement interpretation
  • Collaborating across departments to support workforce planning, corporate initiatives, community events, elections, and other organizational priorities

About You


To qualify, you will need post-secondary education in Human Resources Management or a related discipline, combined with 5+ years of progressively responsible human resources experience in a unionized environment, including collective bargaining. An equivalent combination of education, professional certifications, and relevant experience will also be considered. You will also be required to hold a valid Class 5 Driver's Licence.


Additionally, the following skills and background will be highly valued:

  • Strong generalist HR experience in a unionized environment, including recruitment, employee relations, performance management, and policy development
  • Experience managing labour relations, including collective bargaining, grievance resolution, arbitration preparation, and union partnerships
  • Knowledge of employment legislation, collective agreement administration, and human resources best practices
  • Experience supporting occupational health and safety, disability management, and WorkSafeBC programs
  • Experience working within a municipal, public sector, or similarly complex organizational environment
  • Knowledge of employee benefits, compensation, leave administration, and workforce planning practices
  • Proficiency with HRIS, payroll, time management, or enterprise systems such as Vadim, Workday, or similar platforms
  • CHRP designation or equivalent professional certification (asset)
