Position Summary
The People Development Manager is responsible for designing, implementing, and scaling learning, development, and performance management systems that support a growing healthcare organization.
This role will build foundational programs and systems from the ground up, partnering closely with HR leadership, department leaders, and external consultants. The People Development Manager plays a critical role in fostering a culture of continuous learning, effective coaching, and high performance aligned with ClinNEXUS’ mission to deliver high-quality, person-centered care.
Key Responsibilities
Performance Management
- Partner with an external consultant to design and maintain goal setting, evaluations, and feedback processes.
- Link performance data to learning and development opportunities.
- Align performance goals with individualized development plans and career progression pathways.
- Build tools and frameworks for ongoing coaching and development conversations.
- Train managers and employees on goal setting, feedback, and performance practices.
- Monitor adoption and effectiveness, recommending improvements as needed.
Learning & Development
- Lead onboarding, role-based training, and professional development programs.
- Oversee ECM-specific training, ensuring compliance and quality.
- Design scalable programs that grow with the organization.
- Evaluate learning effectiveness and adjust programs based on data and feedback.
- Design and implement career pathing frameworks that outline growth opportunities, required competencies, and development plans across roles and departments.
Leadership & Manager Development
- Develop and deliver programs for new and existing supervisors (coaching, people management, compliance).
- Provide leaders with tools to engage, develop, and retain their teams.

ECM Content & Compliance
- Partner with SMEs to create ECM-specific training aligned with Medi-Cal, CalAIM, and DHCS standards.
- Ensure staff complete required compliance and credentialing training on time.
- Ensure all training programs comply with regulatory and accreditation requirements.
- Integrate documentation, field safety, and member engagement best practices.
Systems & Data
- Manage the LMS (assignments, tracking, reporting).
- Maintain accurate training and performance records.
- Provide insights to leadership on trends, gaps, and opportunities.
- Identify ways to streamline and improve development systems as the organization grows.
Collaboration & Leadership
- Partner with HR leadership and department heads on organizational priorities.
- Supervise and support the ECM Trainer.
- Act as a subject matter expert on learning, development, and performance management.
- Work cross-functionally with partner organizations to align on training communications and requirements.
Qualifications
Required
- Bachelor’s degree in HR, Organizational Development, Education, or related field.
- 5+ years in learning and development, talent management, or organizational development roles.
- Experience building programs or systems from scratch.
- Experience managing direct reports or instructional teams.
- Strong knowledge of adult learning principles and instructional design.
- Excellent communication, facilitation, and presentation skills.
- Ability to manage multiple projects in a fast-paced environment.
- Ability to build relationships and influence at all levels within a distributed workforce.
- Proficiency with LMS platforms (e.g., Relias) and virtual collaboration tools (Google Suite, Salesforce Health Cloud, Smartsheet).

Work Environment:
- This role is fully remote. Occasional travel is required (approximately quarterly) for team meetings, training sessions, or company events.
Compensation:
- Pay Range: The good faith pay range for this position is $115,000 to $140,000 annually. The specific pay rate within this range will be based on the candidate's qualifications, including experience, skills and geographic location.
