We are building the team that will take Hulas Group through its next chapter, and we're looking for an exceptional Head of HR to lead this effort.
The Role
As Head of Human Resources, you will be the architect of our people strategy across three manufacturing and infrastructure entities employing 1,000+ employees. This is a senior leadership role with direct exposure to the Managing Director and Group leadership. You will be responsible for building HR systems, structures, and culture that can support a high-growth industrial group with operations in Birgunj, Kathmandu, and across project sites.
This is a builder's role — not a maintenance one. We need someone who can professionalise HR practices, attract top talent to manufacturing roles, and create the people infrastructure for a group that is scaling fast.

Talent Acquisition & Workforce Planning — Lead end-to-end recruitment across technical, operational, and corporate functions, including senior leadership hires — Build talent pipelines for specialised manufacturing roles (steelmaking, EPC, engineering) — Develop workforce plans aligned with commissioning timelines and expansion phases across business units
HR Systems & Compliance — Design and implement HR policies, SOPs, and frameworks across all Group entities — Ensure full compliance with Nepal Labour Act and applicable regulations across manufacturing facilities — Lead HR module integration with SAP Business One across entities
Performance & Compensation — Establish a structured performance management framework with clear KPIs from shop floor to senior management — Benchmark and redesign compensation structures to attract and retain talent in competitive markets — Design and administer incentive, bonus, and retention programmes
Learning & Development — Build a training and development function, including onboarding, technical upskilling, and leadership development — Partner with plant and project heads to identify skills gaps and develop internal capability — Establish tie-ups with technical institutes for apprenticeship and operator training pipelines
Culture & Employee Relations — Champion a performance-oriented, safe, and inclusive workplace culture — Manage employee relations, grievance mechanisms, and disciplinary processes across sites — Lead engagement initiatives and reduce attrition in critical roles
HR Leadership — Build and manage an HR team capable of supporting multi-site, multi-entity operations — Serve as a strategic advisor to the MD and business unit heads on all people-related matters — Lead HR due diligence for any future M&A or new business integrations
What We're Looking For

Experience — 12–18 years of progressive HR experience, with at least 5 years in a senior HR leadership role — Mandatory: experience in manufacturing, industrial, or infrastructure sectors (steel, cement, construction, energy, or similar) — Proven track record of building HR functions in growing or professionalising organisations — Experience managing HR across multiple sites or entities is strongly preferred
Skills & Competencies — Strong command of Nepal Labour Law; experience with HR compliance in manufacturing environments — Hands-on experience with HRIS/ERP systems (SAP B1 experience a plus) — Excellent leadership, communication, and stakeholder management skills — Ability to operate effectively at both strategic and operational levels — Fluency in English and Nepali; Hindi proficiency preferred
Education — MBA / PGDM with HR specialisation, or equivalent postgraduate qualification — Certifications in HR (SHRM, CIPD, or equivalent) are an advantage
