The Opportunity
We're excited to add a Quality Assurance Manager to our growing team at Elementl. Reporting to the SVP, Licensing & Regulatory Affairs, this role leads the development and execution of our Nuclear Quality Assurance (NQA) program across a portfolio of nuclear power plant (NPP) projects.
You'll serve as Elementl's Quality Assurance subject matter expert, shaping how quality is implemented in practice across engineering, procurement, fabrication, and construction. This role sits at the center of project execution; working closely with the Chief Development Officer, project leadership, and functional teams to ensure quality is embedded from early site work through commissioning.
We're looking for a seasoned nuclear quality professional who understands what it takes to operationalize a compliant, effective QA program in a complex, multi-party environment. You bring deep familiarity with 10 CFR Part 50 Appendix B and NQA-1, and you know how to translate requirements into practical systems, oversight, and behaviors that hold up under regulatory scrutiny.

What You'll Do!
Quality Leadership Across NPP Development
- Lead quality activities across all phases of development, including site characterization, environmental reporting, engineering, procurement, fabrication, construction, and commissioning.
- Establish and implement quality management across greenfield and brownfield projects, ensuring appropriate controls for moderate- to high-risk work.
- Support projects from proposal through closeout using structured problem-solving, standardization, and continuous improvement tools.
- Lead quality oversight of project partners, including nonconformance evaluation, field change control, deviation disposition, and verification of corrective actions.
- Execute project oversight programs, including surveillances and audit support, while maintaining appropriate independence between execution and oversight functions.
- Establish, implement, and continuously improve the Quality Management System (QMS) in alignment with Elementl's NQA program and applicable regulatory requirements, including 10 CFR Part 50 Appendix B.
- Lead performance-based audits and corrective action programs, including root cause analysis and nonconformance management.
- Monitor regulatory developments, industry standards, and performance data to identify trends, advise leadership, and drive program improvements.
- Ensure quality requirements are defined, flowed down, and verified across project activities, maintaining Elementl's role as QA program owner and licensing-basis integrator.
- Oversee QA requirements for software and digital tools affecting licensing or quality, including verification, validation, and configuration management controls.

- Establish and implement the vendor qualification program, including procurement classification, commercial-grade dedication, supplier assessments, and Approved Supplier List management.
- Ensure appropriate QA program flow-down to contractors while preserving contractor responsibility and independence.
- Apply supplier quality frameworks needed to meet 10 CFR Part 50 Appendix B requirements, including Criterion VII.
- Define, track, and report quality performance metrics across projects and the broader organization.
- Identify systemic issues and lead continuous improvement initiatives to strengthen execution.
- Capture and share lessons learned to enhance overall program performance.
- Build and lead the quality organization, including defining resource needs and supporting hiring, staffing, and development of quality personnel.
- Oversee site-based quality teams and promote consistent execution across locations.
- Develop training and knowledge-capture practices that strengthen organizational capability and long-term program maturity
- Develop and execute a strategic vision for quality aligned with Elementl's growth and project portfolio.
- Support implementation of digital tools, automation, and process improvements to enhance efficiency and performance.
- You hold a Bachelor's degree in engineering or a related technical field (nuclear preferred).
- You bring 10+ years of experience in nuclear quality assurance, with direct experience implementing QA programs under 10 CFR Part 50 Appendix B and/or ASME NQA-1.
- You have hands-on experience:
- implementing QA programs across engineering, procurement, and construction scopes
- leading audits, surveillances, and corrective action programs
- working with vendors and contractors in regulated nuclear environments
- You understand how to translate regulatory requirements into practical, executable systems and oversight.
- You are a trusted quality leader who is able to exercise sound judgment, maintain independence, and influence across functions and partners.
- You are comfortable operating in a development-stage environment, building structure while supporting active project execution.
