The Nunavut Housing Corporation (NHC) is an agency of the Government of Nunavut which serves the housing needs of one of the fastest growing and youngest populations in Canada. NHC’s mandate is to create, co-ordinate, and administer housing programs in order to provide fair access to a range of affordable housing options to families and individuals in Nunavut. NHC has recently launched The Nunavut 3000 Strategy, (www.igluliuqatigiingniq.ca) which is a collaboration between the government and its partners to deliver 3,000 new units across the housing continuum by 2030.

Reporting to the Director, Human Resources, the Manager, Human Resources & Organizational Development plays a key role in strengthening the people and leadership needed to support housing delivery across the territory.
Success in this role requires strong cross-cultural leadership and cultural safety, including a deep respect for Inuit culture and societal values and the ability to apply HR practices in culturally appropriate ways. It also requires a capacity-building mindset, a commitment to developing people, not just managing positions, and the ability to balance immediate operational needs with long-term growth, including advancing the Inuit Employment. - Provide strategic HR advice to senior leadership on staffing, labour relations, and organizational design.
- Lead recruitment, workforce planning, and Inuit Employment Plan initiatives across NHC and LHOs.
- Oversee employee relations, including performance management, discipline, and mediation.
- Design and deliver training, leadership development, and organizational capacity-building programs.
- Ensure compliance with legislation, collective agreements, and HR policies, including audits and reporting.

Assets for this position include experience in the public sector and unionized environments, along with training in areas such as alternate dispute resolution, job evaluation methodologies, performance management, and HR information systems (including Oracle Fusion Cloud), as well as a CHRP designation

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
