Our team consists of experienced professionals from military, law enforcement, intelligence, and corporate security backgrounds. As we continue to scale nationally, we are seeking a Senior Human Resources Manager to build, manage, and improve the HR infrastructure that supports our growing workforce.
This position reports directly to executive leadership and works closely with Operations, Finance, and Training teams. The ideal candidate is a hands-on HR professional who is equally comfortable managing day-to-day personnel administration, employment law compliance, recruiting operations, employee relations, and bookkeeping support.
Position Summary:
The Senior Human Resources Manager will oversee all day-to-day human resources operations for Rescor's growing multi-state workforce. This role will be responsible for recruiting administration, onboarding, compliance, employee relations, benefits administration, licensing and credential tracking, policy management, workforce documentation, and organizational development initiatives.
In addition to traditional HR responsibilities, this position will provide substantial administrative and bookkeeping support to the Finance team, helping ensure payroll accuracy, workforce reporting, and financial recordkeeping related to personnel operations.
The ideal candidate has strong California labor law knowledge, experience supporting field-based employees, and the ability to operate independently in a fast-growing organization with a nationwide workforce.
Key Responsibilities:
Recruiting & Onboarding
- Manage the agent recruiting pipeline in partnership with Operations leadership.
- Coordinate candidate screening, background investigations, reference checks, and employment verification.
- Verify licensing and certifications, including BSIS permits, state-specific licenses, firearms certifications, and other client-required credentials.
- Manage all onboarding activities, including:
- I-9 verification
- W-4 and tax documentation
- Direct deposit setup
- Benefits enrollment
- New hire paperwork
- Maintain complete digital personnel files and employee records.
- Coordinate new hire orientation and onboarding schedules.
- Ensure all required training and compliance requirements are completed before deployment.
- Manage onboarding documentation and employee acknowledgments.
HR Compliance & Employment Law
- Ensure compliance with California labor laws, including:
- Meal and rest break requirements
- Overtime and double-time regulations
- Reporting time pay
- Wage and hour compliance
- Monitor and support compliance across multiple states where employees are assigned.
- Maintain awareness of changing employment laws and regulations affecting company operations.
- Manage workers' compensation claims and coordinate with insurance carriers.
- Administer compliance related to:
- ADA
- FMLA
- EEOC requirements
- State and federal employment regulations
- Maintain workplace notices, required postings, and compliance documentation.
- Identify and proactively address compliance risks before they become organizational issues.

Benefits & Payroll Coordination
- Administer employee benefits programs, including medical, dental, vision, and ancillary benefits.
- Coordinate open enrollment activities and employee benefit communications.
- Manage PTO, sick leave, and leave-of-absence tracking.
- Ensure compliance with California paid sick leave requirements and applicable state leave laws.
- Coordinate retirement plan administration, including 401(k) programs if offered.
- Work closely with Finance to support payroll processing accuracy.
- Audit payroll records for compliance and accuracy.
- Maintain employee compensation records and related reporting.
Employee Relations:
- Serve as the primary HR contact for employee questions, concerns, and workplace issues.
- Partner with Operations leadership on performance management and corrective action processes.
- Document performance issues and disciplinary actions.
- Conduct and document employee investigations involving policy violations, workplace concerns, or misconduct allegations.
- Manage employee separations and terminations with proper documentation and legal compliance.
- Conduct exit interviews and identify turnover trends and retention opportunities.
- Assist leadership in resolving workplace conflicts and employee grievances.
- Maintain and update the employee handbook.
- Draft and maintain:
- Offer letters
- Employment agreements
- NDAs
- Policy acknowledgments
- Standard employment documentation
- Ensure employee records remain complete, accurate, and audit-ready.
- Manage policy acknowledgments and documentation retention.
- Ensure confidentiality and proper handling of sensitive employee information.
Policy, Documentation & Record Management:
- Track expiration dates and renewal requirements for:
- BSIS licenses
- CCW permits
- EMT certifications
- TCCC / TECC certifications
- Driver qualifications
- State-specific permits and certifications
- Other role-specific credentials
- Coordinate continuing education and renewal requirements.
- Ensure personnel maintain required credentials prior to assignment.
- Maintain credential tracking systems and compliance reporting.
Background Screening & Client Clearance Management
- Coordinate ongoing background re-screening programs.
- Manage fingerprinting and client-specific clearance requirements.
- Verify continued eligibility for client assignments.
- Maintain strict confidentiality of personnel records and sensitive client-related information.

Performance Management
- Lead the annual performance review process.
- Coordinate reviewer assignments and performance evaluation workflows.
- Support leadership in defining promotion criteria and career development pathways.

- Partner with the Training Manager to coordinate training schedules and attendance.
- Track required certifications, continuing education, and mandatory training hours.
- Maintain accurate training records and compliance reporting.
- Ensure training completion requirements are met before deployment assignments.
- Analyze retention trends and workforce metrics.
- Recommend initiatives that improve employee satisfaction, retention, and performance.
- Support recognition, bonus, and compensation programs for high-performing personnel.
- Partner with leadership to strengthen company culture during periods of growth.
Bookkeeping & Administrative Support
- Assist Finance with day-to-day bookkeeping and workforce-related financial administration.
- Support payroll reconciliation and employee compensation tracking.
- Assist with invoice tracking, expense reporting, and workforce cost analysis.
- Maintain accurate personnel-related financial records.
- Support month-end administrative and reporting processes.
- Help improve administrative workflows between HR, Operations, and Finance.
Qualifications:
Required
- 8+ years of progressive Human Resources experience.
- Strong knowledge of California labor law and employment practices.
- Experience supporting multi-state workforces.
- Experience managing onboarding, employee relations, compliance, and HR operations.
- Experience with HRIS, payroll, and benefits administration systems.
- Strong organizational, communication, and documentation skills.
- Ability to work independently in a fully remote environment.
Preferred
- Experience in executive protection, security, staffing, construction, healthcare, logistics, or other field-based service industries.
- Experience supporting both hourly and salaried workforces.
- Experience with bookkeeping, payroll support, or workforce financial administration.
- SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
- Experience supporting organizations undergoing rapid growth and operational scaling.
- Ability to build strong working relationships with operational leaders, including former military and law enforcement professionals.
