Chief Technology Officer (CTO)

Leadership Opportunity: Architect a privacy-centric mobile platform transforming psychological insights into gold-standard digital support solutions.

The position will begin remotely and will transition to an on-site role in Dubai. Relocation support will be provided as part of the process.

The ideal candidate will possess:

• Experience and deep interest in psychology, human behavior and it’s application within NLP, machine learning and algorithmic matchmaking
• Proven ability to deliver production-grade mobile applications

As Founding CTO, you will establish our technical vision while ensuring compliance with global healthcare regulations (HIPAA/GDPR/UAE).

Core Responsibilities

1. Technical Leadership

Design and implement a secure, cross-platform mobile architecture (Flutter/React Native) featuring:

• On-device NLP processing for linguistic and cognitive pattern recognition
• End-to-end encrypted synchronization with self-hosted backend systems
• Biometric authentication and local data encryption

2. AI/ML Development

Develop and fine-tune psychology-specific models (PyTorch/HuggingFace) for:

• Non-diagnostic cognitive state assessment (parameters provided by psychological and medical team)
• Personalized therapeutic recommendation and calendar integration
• Implement continuous learning systems with bias mitigation protocols

3. Infrastructure Strategy

Architect and maintain self-hosted infrastructure utilizing:

• Bare metal/OpenStack deployment
• Kubernetes orchestration
• Zero-trust networking (WireGuard)

4. Team Development

Recruit and lead a technical team

Establish engineering best practices with emphasis on:

• Privacy-by-design principles
• Healthcare compliance standards
• Agile development methodologies

Required Qualifications

Technical Expertise

Experience delivering production systems including:

• Mobile applications with AI components (Flutter/React Native)
• NLP pipelines for psychological/linguistic analysis
• Self-hosted infrastructure (OpenStack, Kubernetes, MinIO)

Leadership Competencies

Demonstrated ability to:

• Translate psychological and language requirements into technical specifications
• Make strategic build-vs-buy decisions
• Mentor engineering teams in regulated environments

Preferred Qualifications

• Experience with wearable device integration (Whoop, Oura, Apple Health) and API integration
• Background in behavioral nudging systems
• Contributions to open-source privacy technologies
• Familiarity with FHIR/HL7 standards
